A RESOLUTION
1- 1 Relative to an increased distribution of federal moneys out
1- 2 of the military budget to the several states sufficient to
1- 3 meet increased domestic needs; and for other purposes.
1- 4 WHEREAS, although the State of Georgia believes that the
1- 5 United States should retain its position as the strongest
1- 6 military nation in the world, the State of Georgia also
1- 7 believes that the security of our nation is dependent
1- 8 fundamentally not on military might, but on the well-being
1- 9 and vitality of our citizens; and
1-10 WHEREAS, programs which sustain and improve the health,
1-11 education, affordable housing, environmental protection, and
1-12 safety of our citizens are being transferred from the
1-13 federal to the state governments; and
1-14 WHEREAS, the funds being provided by the federal government
1-15 to the states are insufficient to fulfill these
1-16 responsibilities; and
1-17 WHEREAS, the seven countries currently identified as our
1-18 potential adversaries have a combined military budget of $15
1-19 billion, while the United States military budget for 1997 is
1-20 $265 billion; and
1-21 WHEREAS, the United States military budget remains at
1-22 Cold-War levels and contains $11.4 billion not requested by
1-23 the Pentagon, $25 billion for 10,000 nuclear weapons and
1-24 their delivery systems, and $40 billion in excess of what
1-25 many former military leaders and leading business executives
1-26 consider sufficient; and
1-27 WHEREAS, current Pentagon spending outweighs all military
1-28 threats and creates fewer jobs than increased spending on
1-29 domestic programs would deliver; and
1-30 WHEREAS, shifting funds from the military to repairing our
1-31 infrastructure would dramatically improve the well-being of
1-32 our citizens and strengthen our ability to compete
1-33 successfully in the world market.
1-34 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
1-35 REPRESENTATIVES that the members of this body urge that

2- 1 sufficient amounts of money be redirected from the military
2- 2 budget to the several states so that the State of Georgia
2- 3 and its sister states can meet the critical needs of
2- 4 rebuilding our communities and inner cities, repairing our
2- 5 schools, educating our children, eliminating hunger,
2- 6 providing housing, improving transportation, protecting our
2- 7 environment, and obtaining a decent level of health care and
2- 8 safety for all of our citizens, thereby increasing
2- 9 fundamentally our security and well-being.
2-10 BE IT FURTHER RESOLVED that the Clerk of the House of
2-11 Representatives is authorized and directed to transmit
2-12 appropriate copies of this resolution to the President of
2-13 the United States and each member of the United States
2-14 Congress representing the State of Georgia.
