A BILL TO BE ENTITLED
AN ACT
1- 1 To authorize the funding of a Joint Unification Study
1- 2 Commission created by the governing authorities of Bibb
1- 3 County and the City of Macon; to provide for the
1- 4 ratification of certain actions taken by Bibb County and the
1- 5 City of Macon; to provide for the membership of the
1- 6 Unification Study Commission; to provide for reports by such
1- 7 commission; to provide for matters relative thereto; to
1- 8 provide an effective date; to repeal conflicting laws; and
1- 9 for other purposes.
1-10 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
1-11 SECTION 1.
1-12 The resolutions of the governing authorities of Bibb County
1-13 and the City of Macon creating a Unification Study
1-14 Commission for the purpose of determining and making
1-15 recommendations to the General Assembly respecting
1-16 intergovernmental relations and operations between the City
1-17 of Macon, Bibb County, and other political subdivisions
1-18 within the county are hereby ratified. The recommendations
1-19 of the commission may include but are not limited to
1-20 proposals for the unification, merger, or consolidation of
1-21 local governments, repeal of municipal charters, and other
1-22 proposals for governmental reorganization to achieve a more
1-23 efficient and effective delivery of governmental services.
1-24 SECTION 2.
1-25 The membership of the commission shall be as established by
1-26 resolutions duly adopted by the governing authorities of
1-27 Bibb County and the City of Macon. Should a vacancy occur
1-28 in the membership of the commission, the governing authority
1-29 that appointed the member whose post has been rendered
1-30 vacant for any reason shall elect a new member to fill the
1-31 vacancy.

2- 1 SECTION 3.
2- 2 The governing authorities of the City of Macon and Bibb
2- 3 County are each authorized to expend funds for the purpose
2- 4 of providing financial support for the operations of the
2- 5 commission created by the aforesaid resolutions.
2- 6 SECTION 4.
2- 7 Whenever the commission shall determine from time to time
2- 8 that funds are needed for its operations, it shall by
2- 9 resolution request the same of the county and the city, and
2-10 the governmental authorities of the two governments shall
2-11 supply such funds to the commission in equal shares upon a
2-12 determination by the two governments that such funds are
2-13 reasonably necessary for the commission's purposes.
2-14 SECTION 5.
2-15 The Unification Study Commission created by resolutions of
2-16 the city and county shall report to members of the General
2-17 Assembly whose senatorial and representative districts lie
2-18 wholly or partially within Bibb County by December 1, 2000,
2-19 and shall make another report to such members of the General
2-20 Assembly upon the completion of the commission's study if
2-21 such study is not completed by December 1, 2000. Such
2-22 reports shall also be made to the governing authorities of
2-23 the city and county.
2-24 SECTION 6.
2-25 This Act shall become effective upon its approval by the
2-26 Governor or upon its becoming law without such approval.
2-27 SECTION 7.
2-28 All laws and parts of laws in conflict with this Act are
2-29 repealed.
