A BILL TO BE ENTITLED
AN ACT
1- 1 To amend Article 3 of Chapter 3 of Title 50 of the Official
1- 2 Code of Georgia Annotated, relating to state symbols, so as
1- 3 to designate the Ralph Mark Gilbert Civil Rights Museum as
1- 4 the official Georgia state civil rights museum; to repeal
1- 5 conflicting laws; and for other purposes.
1- 6 WHEREAS, the Ralph Mark Gilbert Civil Rights Museum is an
1- 7 institution dedicated to the life and service of African
1- 8 Americans and their contributions to civil rights and
1- 9 equality in the City of Savannah; and
1-10 WHEREAS, the museum preserves and shares the civil rights
1-11 history, struggles, and triumphs of Georgia's oldest African
1-12 American community from the end of slavery to the present,
1-13 and, more importantly, it impresses upon the young and old
1-14 of all races that we all must strive to preserve the rights
1-15 that our nation's Constitution promises us; and
1-16 WHEREAS, the museum is named in honor of the late Dr. Ralph
1-17 Mark Gilbert, father of Savannah's civil rights movement and
1-18 fearless NAACP leader who was a nationally known orator,
1-19 playwright, and pastor of the First African Baptist Church
1-20 in Savannah from 1939 until his death in 1956; and
1-21 WHEREAS, the Ralph Mark Gilbert Civil Rights Museum is
1-22 located in a five-level building erected in 1914 as the Wage
1-23 Earners Savings and Loan Bank, which was the largest black
1-24 bank in the country at the time; and
1-25 WHEREAS, the museum offers strong educational programs which
1-26 have earned recognition and support from the citizens of
1-27 this state; and
1-28 WHEREAS, as part of their educational programs, numerous
1-29 educational institutions, governmental bodies, and private
1-30 companies are including tours of this outstanding facility
1-31 and are conducting seminars at the museum; and
1-32 WHEREAS, the museum and its programs have recently been
1-33 featured in several international, national, and regional

2- 1 publications and in reports broadcast on radio and
2- 2 television networks; and
2- 3 WHEREAS, the Ralph Mark Gilbert Civil Rights Museum is truly
2- 4 an outstanding asset to the people of Savannah and the State
2- 5 of Georgia and its mission should be properly recognized.
2- 6 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
2- 7 SECTION 1.
2- 8 Article 3 of Chapter 3 of Title 50 of the Official Code of
2- 9 Georgia Annotated, relating to state symbols, is amended by
2-10 adding at the end thereof a new Code Section 50-3-77 to read
2-11 as follows:
2-12 "50-3-77.
2-13 The Ralph Mark Gilbert Civil Rights Museum is designated
2-14 as the official Georgia state civil rights museum."
2-15 SECTION 2.
2-16 All laws and parts of laws in conflict with this Act are
2-17 repealed.
