      substitute to HB 349: 
 
 
                        A BILL TO BE ENTITLED 
                               AN ACT 
 
 
  1- 1  To amend Code Section 45-12-54 of the Official Code of 
  1- 2  Georgia Annotated, relating to appointments made by the 
  1- 3  Governor to state boards, commissions, and bureaus, so as to 
  1- 4  require that persons appointed to such posts reside in this 
  1- 5  state during their terms of office; to provide for an 
  1- 6  effective date; to repeal conflicting laws; and for other 
  1- 7  purposes. 
 
  1- 8       BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: 
 
  1- 9                           SECTION 1. 
 
  1-10  Code Section 45-12-54 of the Official Code of Georgia 
  1-11  Annotated, relating to appointments made by the Governor to 
  1-12  state boards, commissions, and bureaus, is amended by 
  1-13  designating the existing text as subsection (a) and adding 
  1-14  at the end thereof a new subsection (b) to read as follows: 
 
  1-15    "(b) Any person appointed by the Governor to serve as a 
  1-16    member of any board, commission, or bureau created and 
  1-17    established by the laws of this state, shall reside in 
  1-18    this state during his or her term of office, and the 
  1-19    Governor shall have the authority to replace any member 
  1-20    who, after appointment, ceases to be a resident of this 
  1-21    state." 
 
  1-22                           SECTION 2. 
 
  1-23  This Act shall become effective on July 1, 1999. 
 
  1-24                           SECTION 3. 
 
  1-25  All laws and parts of laws in conflict with this Act are
