                        A BILL TO BE ENTITLED 
                               AN ACT 
 
 
  1- 1  To amend Article 1 of Chapter 6 of Title 32 of the Official 
  1- 2  Code of Georgia Annotated, relating to general provisions 
  1- 3  regarding the regulation of maintenance and use of public 
  1- 4  roads, so as to provide for purchasing the use of high 
  1- 5  occupancy vehicle lanes; to provide for federal waivers; to 
  1- 6  provide for effective dates; to repeal conflicting laws; and 
  1- 7  for other purposes. 
 
  1- 8       BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: 
 
  1- 9                           SECTION 1. 
 
  1-10  Article 1 of Chapter 6 of Title 32 of the Official Code of 
  1-11  Georgia Annotated, relating to general provisions regarding 
  1-12  the regulation of maintenance and use of public roads, is 
  1-13  amended by adding at the end a new Code section to read as 
  1-14  follows: 
 
  1-15    "32-6-4. 
 
  1-16    The department shall implement a congestion-pricing 
  1-17    program for the use of highway lanes otherwise required to 
  1-18    be used by high occupancy vehicles (HOV lanes) so that 
  1-19    single-occupant vehicles may use such lanes if the vehicle 
  1-20    owner has paid a designated fee.  No later than July 1, 
  1-21    1999, the department shall request from the appropriate 
  1-22    federal agencies any waivers necessary to implement this 
  1-23    Code section." 
 
  1-24                           SECTION 2. 
 
  1-25  This section and those provisions of Section 1 of this Act 
  1-26  providing for federal waiver requests shall become effective 
  1-27  upon the approval of this Act by the Governor or upon its 
  1-28  becoming law without such approval.  The remaining 
  1-29  provisions of this Act shall become effective upon the 
  1-30  ninetieth day following receipt of such waivers.
