                        A BILL TO BE ENTITLED 
                               AN ACT 
 
 
  1- 1  To require the display of certain information on certain 
  1- 2  plaques placed in public buildings; to amend Chapter 80 of 
  1- 3  Title 36 of the Official Code of Georgia Annotated, relating 
  1- 4  to general provisions applicable to counties, municipal 
  1- 5  corporations, and other governmental entities, so as to 
  1- 6  require the display of certain information when certain 
  1- 7  plaques are installed on buildings thereof; to amend Article 
  1- 8  1 of Chapter 16 of Title 50 of the Official Code of Georgia 
  1- 9  Annotated, relating to general provisions regarding state 
  1-10  property, so as to require the display of certain 
  1-11  information when certain plaques are installed on state 
  1-12  buildings; to repeal conflicting laws; and for other 
  1-13  purposes. 
 
  1-14       BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: 
 
  1-15                           SECTION 1. 
 
  1-16  Chapter 80 of Title 36 of the Official Code of Georgia 
  1-17  Annotated, relating to general provisions applicable to 
  1-18  counties, municipal corporations, and other governmental 
  1-19  entities, is amended by striking Code Section 36-80-1, 
  1-20  reserved, and inserting in lieu thereof the following: 
 
  1-21    "36-80-1. 
 
  1-22    Reserved Any plaque placed prominently at or near an 
  1-23    entrance to any public building of any county, 
  1-24    municipality, or political subdivision of the state, or 
  1-25    any cornerstone of such a building, that is so placed or 
  1-26    laid on or after July 1, 1999, and bears the name of the 
  1-27    building or the name of any public official in connection 
  1-28    with the construction or renovation of such building shall 
  1-29    also bear the words 'This building paid for by the 
  1-30    taxpayers of (county, municipality, or political 
  1-31    subdivision)' in letters larger in height than any other 
  1-32    letters used on such plaque or cornerstone, except those 
  1-33    letters used in the name of the building."

  2- 1                           SECTION 2. 
 
  2- 2  Article 1 of Chapter 16 of Title 50 of the Official Code of 
  2- 3  Georgia Annotated, relating to general provisions regarding 
  2- 4  state property, is amended by adding at the end thereof a 
  2- 5  new Code Section 50-16-19 to read as follows: 
 
  2- 6    "50-16-19. 
 
  2- 7    Any plaque placed prominently at or near an entrance to 
  2- 8    any public building of this state, or any cornerstone of 
  2- 9    such a building, that is so placed or laid on or after 
  2-10    July 1, 1999, and bears the name of the building or the 
  2-11    name of any public official in connection with the 
  2-12    construction or renovation of such building shall also 
  2-13    bear the words 'This building paid for by the taxpayers of 
  2-14    the State of Georgia' in letters larger in height than any 
  2-15    other letters used on such plaque or cornerstone, except 
  2-16    those letters used in the name of the building." 
 
  2-17                           SECTION 3. 
 
  2-18  All laws and parts of laws in conflict with this Act are
