                             A RESOLUTION 
 
  1- 1  Requesting the President of the United States to draw down 
  1- 2  the Strategic Petroleum Reserve; and for other purposes. 
 
  1- 3  WHEREAS, the cost of motor fuel is rising to all-time high 
  1- 4  levels; and 
 
  1- 5  WHEREAS, this exorbitant rise constitutes a serious threat 
  1- 6  to the continued viability of many small businesses; and 
 
  1- 7  WHEREAS, the United States has been stockpiling crude oil in 
  1- 8  the Strategic Petroleum Reserve to protect the economy from 
  1- 9  petroleum shortages; and 
 
  1-10  WHEREAS, the current high prices are driven by a shortage of 
  1-11  crude oil under the present OPEC production restrictions. 
 
  1-12  NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF 
  1-13  REPRESENTATIVES that this body requests the President of the 
  1-14  United States to draw down on the Strategic Petroleum 
  1-15  Reserve. 
 
  1-16  BE IT FURTHER RESOLVED that the Clerk of the House of 
  1-17  Representatives is authorized and directed to transmit an 
  1-18  appropriate copy of this resolution to the President of the 
  1-19  United States and each member of the Georgia congressional
