A RESOLUTION
1- 1 Urging the Congress of the United States to enact The
1- 2 Quality Health Care Coalition Act; and for other purposes.
1- 3 WHEREAS, health care insurance consumers should enjoy the
1- 4 benefits of a full application of antitrust law; and
1- 5 WHEREAS, bipartisan legislation proposed in the Congress of
1- 6 the United States by Representative Tom Campbell of
1- 7 California and Representative Frank Pallone, Jr., of New
1- 8 Jersey, entitled "The Quality Health Care Coalition Act,"
1- 9 would allow negotiations between a health maintenance
1-10 organization and a coalition of health care professionals
1-11 regarding the terms and conditions of a contract between a
1-12 member of such coalition and a health maintenance
1-13 organization and implementation of such terms and
1-14 conditions; and
1-15 WHEREAS, health care professionals should be allowed to form
1-16 their own professional associations and bargain with the
1-17 HMOs and other organizations in their area rather than have
1-18 the federal government establish rules that specify the
1-19 HMO-health care professional relationship; and
1-20 WHEREAS, fully integrated competitive coalitions of doctors
1-21 and other health care professionals offering products and
1-22 services should participate in the marketplace protected
1-23 from antitrust laws; and
1-24 WHEREAS, The Quality Health Care Coalition Act will benefit
1-25 both health care professionals and health care insurance
1-26 consumers by promoting efficiency in the marketplace.
1-27 Because such Act would assist the addition of health care
1-28 professional coalitions to the health care market,
1-29 competition would increase; and
1-30 WHEREAS, benefits of competition have been proven recently
1-31 in the health care industry, as provider integration has
1-32 resulted in increased efficiency, higher quality of care,
1-33 and lower costs to employers and patients, and additional
1-34 networks in the marketplace can only increase these
1-35 benefits.

2- 1 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
2- 2 REPRESENTATIVES that the members of this body respectfully
2- 3 urge the Congress of the United States to enact The Quality
2- 4 Health Care Coalition Act.
2- 5 BE IT FURTHER RESOLVED that the Clerk of the House of
2- 6 Representatives is authorized and directed to transmit an
2- 7 appropriate copy of this resolution to each member of the
2- 8 Georgia Congressional Delegation.
