                             A RESOLUTION 
 
  1- 1  Creating the House Tourism Advertising Study Committee; and 
  1- 2  for other purposes. 
 
  1- 3  WHEREAS, tourism has a significant impact on the economy of 
  1- 4  the State of Georgia; and 
 
  1- 5  WHEREAS, comprehensive study should be undertaken to assist 
  1- 6  the General Assembly in evaluating matters relating to 
  1- 7  tourism in Georgia and particularly tourism advertising 
  1- 8  funding. 
 
  1- 9  NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF 
  1-10  REPRESENTATIVES that there is created the House Tourism 
  1-11  Advertising Study Committee, to be composed of five members 
  1-12  of the House of Representatives appointed by the Speaker of 
  1-13  the House of Representatives.  The Speaker of the House 
  1-14  shall designate a member of the committee as chairperson of 
  1-15  the committee.  The chairperson shall call all meetings of 
  1-16  the committee. 
 
  1-17  BE IT FURTHER RESOLVED that the committee shall be charged 
  1-18  with examining: 
 
  1-19      (1) The State of Georgia Tourism Program Evaluation as 
  1-20      prepared for the Budget Responsibility Oversight 
  1-21      Committee by the Department of Audits and the Office of 
  1-22      Planning and Budget (December 1998); 
 
  1-23      (2) Other states' plans for sustainable tourism 
  1-24      advertising funding commensurate with the states' 
  1-25      tourism employment and impact on the states' economy; 
 
  1-26      (3) The comparative history of tourism funding over the 
  1-27      past decade as a percentage of the state's budget; 
 
  1-28      (4) Revenues generated in state and local taxes as a 
  1-29      result of tourism activity and the overall economic 
  1-30      impact of tourism on Georgia's economy; 
 
  1-31      (5) The feasibility of utilizing the four digit SIC 
  1-32      codes as as tracking instrument for tourism related 
  1-33      spending patterns as a component of tourism;

  2- 1      (6) The expenditures of hotel/motel tax moneys for the 
  2- 2      purpose of promoting tourism, conventions, and trade 
  2- 3      shows including such expenditures in support of special 
  2- 4      events of national or international significance; and 
 
  2- 5      (7) Any other matter dealing with tourism in Georgia. 
 
  2- 6  BE IT FURTHER RESOLVED that the committee shall undertake a 
  2- 7  study of the conditions, needs, issues, and problems 
  2- 8  mentioned above or related thereto and recommend any actions 
  2- 9  or legislation which the committee deems necessary or 
  2-10  appropriate.  The committee may conduct such meetings at 
  2-11  such places and at such times as it may deem necessary or 
  2-12  convenient to enable it to exercise fully and effectively 
  2-13  its powers, perform its duties, and accomplish the 
  2-14  objectives and purposes of this resolution.  The members of 
  2-15  the committee shall receive the allowances authorized for 
  2-16  legislative members of interim legislative committees but 
  2-17  shall receive the same for not more than five days unless 
  2-18  additional days are authorized.  The funds necessary to 
  2-19  carry out the provisions of this resolution shall come from 
  2-20  the funds appropriated to the House of Representatives.  In 
  2-21  the event the committee makes a report of its findings and 
  2-22  recommendations, with suggestions for proposed legislation, 
  2-23  if any, such report shall be made on or before December 31, 
  2-24  2000. The committee shall stand abolished on December 31,
