A RESOLUTION
1- 1 Creating the Joint Study Committee on the Stewardship Policy
1- 2 of the Old Governor's Mansion; and for other purposes.
1- 3 WHEREAS, the Joint Study Committee on Historic Preservation
1- 4 conducted a review of policies and procedures that were
1- 5 impacting Georgia's many historic buildings; and
1- 6 WHEREAS, the goals of that committee were to study
1- 7 preservation as an economic development tool and as a tool
1- 8 for community revitalization; to study the development of
1- 9 preservation programs and services and the accessibility of
1-10 such programs and services to public agencies, nonprofit
1-11 corporations, and local citizens; and to study the impact of
1-12 community planning and visionary leadership on historic
1-13 preservation; and
1-14 WHEREAS, the State Agency Historic Property Stewardship
1-15 Program was implemented in response to that committee's
1-16 creation of standards for the preservation and stewardship
1-17 of state owned historic buildings; and
1-18 WHEREAS, that committee monitored the Old Governor's Mansion
1-19 in Milledgeville as part of its state-wide focus. The
1-20 mansion is clearly one of America's most classic examples of
1-21 historic architecture, and, in 1974, the mansion was
1-22 designated a National Historic Landmark. On October 31,
1-23 1997, the mansion was designated as a Georgia Landmark
1-24 Museum, and on September 2, 1998, the United States
1-25 Department of the Interior named the Old Governor's Mansion
1-26 as "at risk" because of the serious deterioration; and
1-27 WHEREAS, in order to preserve this unique landmark for the
1-28 enjoyment of future generations, the stewardship policy of
1-29 the Old Governor's Mansion should be studied.
1-30 NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF
1-31 GEORGIA that there is created the Joint Study Committee on
1-32 the Stewardship Policy of the Old Governor's Mansion to be
1-33 composed of five members of the House of Representatives to
1-34 be appointed by the Speaker of the House of Representatives
1-35 and five members of the Senate to be appointed by the
1-36 President of the Senate. The Speaker of the House of

2- 1 Representatives shall designate a member of the House and
2- 2 the President of the Senate shall designate a member of the
2- 3 Senate who shall serve as cochairpersons of the committee.
2- 4 The committee shall meet at the call of the cochairpersons.
2- 5 BE IT FURTHER RESOLVED that the committee shall undertake a
2- 6 study of the conditions, needs, issues, and problems
2- 7 mentioned above or related thereto and recommend any actions
2- 8 or legislation which the committee deems necessary or
2- 9 appropriate. The committee may conduct such meetings at
2-10 such places and at such times as it may deem necessary or
2-11 convenient to enable it to exercise fully and effectively
2-12 its powers, perform its duties, and accomplish the
2-13 objectives and purposes of this resolution. The members of
2-14 the committee shall receive the allowances authorized for
2-15 legislative members of interim legislative committees but
2-16 shall receive the same for not more than three days unless
2-17 additional days are authorized. The funds necessary to
2-18 carry out the provisions of this resolution shall come from
2-19 the funds appropriated to the House of Representatives and
2-20 Senate. In the event the committee makes a report of its
2-21 findings and recommendations, with suggestions for proposed
2-22 legislation, if any, such report shall be made on or before
2-23 December 31, 2000. The committee shall stand abolished on
2-24 December 31, 2000.
