                             A RESOLUTION 
 
  1- 1  Proposing an amendment to the Constitution so as to provide 
  1- 2  for a homeowner's incentive adjustment for the purpose of 
  1- 3  providing ad valorem property tax relief; to provide for 
  1- 4  calculation of adjustment amounts; to authorize the General 
  1- 5  Assembly to provide by general law for procedures and 
  1- 6  conditions; to provide for the submission of this amendment 
  1- 7  for ratification or rejection; and for other purposes. 
 
  1- 8       BE IT RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA: 
 
  1- 9                           SECTION 1. 
 
  1-10  Article VII of the Constitution is amended by adding a new 
  1-11  section immediately following Section II, to be designated 
  1-12  Section IIA, to read as follows: 
 
  1-13                         "SECTION IIA. 
  1-14                HOMEOWNER'S INCENTIVE ADJUSTMENT 
 
  1-15      Paragraph I. State grants; adjustment amount. For each 
  1-16    taxable year, a homeowner's incentive adjustment may be 
  1-17    applied to the return of each taxpayer claiming such 
  1-18    state-wide homestead exemption as may be specified by 
  1-19    general law.  The amount of such adjustment may provide a 
  1-20    taxpayer with a benefit equivalent to a homestead 
  1-21    exemption of up to $18,000.00 of the assessed value of a 
  1-22    taxpayer's homestead or the taxpayer's ad valorem property 
  1-23    tax liability on the homestead, whichever is lower.  The 
  1-24    General Assembly may appropriate such amount each year for 
  1-25    grants to local governments and school districts as 
  1-26    homeowner tax relief grants.  The adjustments and grants 
  1-27    authorized by this Paragraph shall be made in such manner 
  1-28    and shall be subject to the procedures and conditions as 
  1-29    may be specified by general law heretofore or hereafter 
  1-30    enacted." 
 
  1-31                           SECTION 2. 
 
  1-32  The above proposed amendment to the Constitution shall be 
  1-33  published and submitted as provided in Article X, Section I, 
  1-34  Paragraph II of the Constitution.

  2- 1  The ballot submitting the above proposed amendment shall 
  2- 2  have written or printed thereon the following: 
 
  2- 3    "(  ) YES Shall the Constitution be amended so as to 
  2- 4              provide for a homeowner's incentive adjustment 
  2- 5     (  ) NO  for ad valorem property tax relief?" 
 
  2- 6  All persons desiring to vote in favor of ratifying the 
  2- 7  proposed amendment shall vote "Yes."  All persons desiring 
  2- 8  to vote against ratifying the proposed amendment shall vote 
  2- 9  "No." 
 
  2-10  If such amendment shall be ratified as provided in said 
  2-11  Paragraph of the Constitution, it shall become a part of the
