A RESOLUTION
1- 1 Creating the House Home Construction and Repair Study
1- 2 Committee; and for other purposes.
1- 3 WHEREAS, the repair and construction of homes has received
1- 4 intense public scrutiny as a result of numerous recent
1- 5 natural disasters; and
1- 6 WHEREAS, many instances of fraud and abuse have occurred to
1- 7 the detriment of persons attempting to rebuild their lives
1- 8 in the aftermath of devastation; and
1- 9 WHEREAS, restoring a reasonable level of public confidence
1-10 in the home construction and repair industry is a top
1-11 concern of the citizens of this state; and
1-12 WHEREAS, a pressing need exists for a comprehensive
1-13 evaluation of the laws and regulations regarding home
1-14 construction and repair.
1-15 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
1-16 REPRESENTATIVES that there is created the House Home
1-17 Construction and Repair Study Committee to be composed of
1-18 five members of the House of Representatives to be appointed
1-19 by the Speaker of the House of Representatives. The Speaker
1-20 shall designate a member of the committee as chairperson of
1-21 the committee. The chairperson shall call all meetings of
1-22 the committee.
1-23 BE IT FURTHER RESOLVED that the committee shall undertake a
1-24 study of the conditions, needs, issues, and problems
1-25 mentioned above or related thereto and recommend any actions
1-26 or legislation which the committee deems necessary or
1-27 appropriate. The committee may conduct such meetings at
1-28 such places and at such times as it may deem necessary or
1-29 convenient to enable it to exercise fully and effectively
1-30 its powers, perform its duties, and accomplish the
1-31 objectives and purposes of this resolution. The members of
1-32 the committee shall receive the allowances authorized for
1-33 legislative members of interim legislative committees but
1-34 shall receive the same for not more than five days unless
1-35 additional days are authorized. The funds necessary to
1-36 carry out the provisions of this resolution shall come from

2- 1 the funds appropriated to the House of Representatives. In
2- 2 the event the committee makes a report of its findings and
2- 3 recommendations, with suggestions for proposed legislation,
2- 4 if any, such report shall be made on or before December 1,
2- 5 1999. The committee shall stand abolished on December 1,
2- 6 1999.
