A RESOLUTION
1- 1 Relative to officials, employees, and committees in the
1- 2 House of Representatives; and for other purposes.
1- 3 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the
1- 4 following provisions shall be in effect during the 1999
1- 5 regular session of the General Assembly of Georgia and for
1- 6 the duration of this General Assembly and until otherwise
1- 7 provided for by resolution of the House:
1- 8 SECTION 1-1.
1- 9 Subject to the availability of funds appropriated or
1-10 otherwise available for the House of Representatives and
1-11 House Research Office, the Speaker of the House is
1-12 authorized to employ on behalf of the House of
1-13 Representatives: a sergeant-at-arms, a postmaster or
1-14 postmistress, assistant postmasters or assistant
1-15 postmistresses, assistant doorkeepers, pages, aides,
1-16 secretaries, stenographers, typists, clerks, porters, court
1-17 reporters, consultants, and other necessary personnel; and
1-18 the Speaker is authorized to provide for a House Research
1-19 Office and to employ personnel for said office. The numbers
1-20 and compensation of personnel so employed pursuant to this
1-21 section shall be fixed by the Speaker within the limitations
1-22 of funds appropriated or otherwise available for the
1-23 operation of the House of Representatives and the House
1-24 Research Office. Personnel employed pursuant to this
1-25 section may be employed on a permanent or temporary basis
1-26 and on a part-time or full-time basis, as may be determined
1-27 by the Speaker. The assignment and duties of personnel
1-28 employed pursuant to this section shall be as determined by
1-29 the Speaker; and any such personnel may be assigned to House
1-30 officers, committees, committee officers, caucuses, and
1-31 caucus officers as deemed appropriate by the Speaker,
1-32 including without limitation assignment of aides to the
1-33 Speaker Pro Tempore, the Majority Leader, and the Minority
1-34 Leader.

2- 1 SECTION 1-2.
2- 2 The Speaker is also authorized to secure the services of
2- 3 chaplains and interns and provide expense reimbursement
2- 4 allowances for them within the limitations of funds
2- 5 appropriated or otherwise available.
2- 6 SECTION 1-3.
2- 7 The Doorkeeper of the House and the Messenger of the House,
2- 8 who are elected by the House, shall be compensated in an
2- 9 amount to be fixed by the Speaker of the House.
2-10 SECTION 2-1.
2-11 Subject to the availability of funds appropriated or
2-12 otherwise available for the Clerk of the House's office, the
2-13 Clerk of the House is authorized to employ for the Clerk's
2-14 office: assistant clerks, reading clerks, calendar clerks,
2-15 journal clerks, secretaries, copy readers, typists,
2-16 Multilith operators, Xerox operators, collator operators,
2-17 porter-machinists, roll-call operators, clerical assistants,
2-18 terminal operators, camera operators, supply and mail
2-19 clerks, document distributors, audio operators, porters,
2-20 personnel to distribute bills and other materials for
2-21 members, and other necessary personnel. The numbers and
2-22 compensation of personnel employed pursuant to this section
2-23 shall be fixed by the Clerk within the limitations of funds
2-24 appropriated or otherwise available for the operation of the
2-25 Clerk of the House's office. Personnel employed pursuant to
2-26 this section may be employed on a permanent or temporary
2-27 basis and on a part-time or full-time basis, as may be
2-28 determined by the Clerk. The assignment and duties of
2-29 personnel employed pursuant to this section shall be as
2-30 determined by the Clerk.
2-31 SECTION 2-2.
2-32 Pursuant to the provisions of Code Section 28-3-23 of the
2-33 Official Code of Georgia Annotated, the salary of the Clerk
2-34 of the House shall be the same amount the Clerk was
2-35 receiving at the time of adoption of this resolution by the
2-36 House. In addition to that amount, the Clerk shall also
2-37 receive the same percentage salary increase provided in the
2-38 General Appropriations Act for employees of the legislative
2-39 branch of state government. During the Clerk's tenure of
2-40 office, he or she shall also receive the same expense
2-41 allowance and the same mileage allowance or travel allowance

3- 1 as received by members of the General Assembly for each day
3- 2 of service rendered by the Clerk.
3- 3 SECTION 3-1.
3- 4 Subject to the availability of funds appropriated or
3- 5 otherwise available for the operation of the Speaker of the
3- 6 House's Office, the Speaker of the House is authorized to
3- 7 employ interns, aides, secretaries, stenographers, typists,
3- 8 consultants, and other necessary personnel. The numbers and
3- 9 compensation of personnel employed pursuant to this section
3-10 shall be fixed by the Speaker within the limitations of
3-11 funds appropriated or otherwise available for the operation
3-12 of the Speaker of the House's Office. Personnel employed
3-13 pursuant to this section may be employed on a permanent or
3-14 temporary basis and on a part-time or full-time basis as may
3-15 be determined by the Speaker. The assignment and duties of
3-16 personnel employed pursuant to this section shall be as
3-17 determined by the Speaker.
3-18 SECTION 4-1.
3-19 During any day or period of time during which the General
3-20 Assembly is not in session, including without limitation any
3-21 day or period of adjournment during a regular or special
3-22 session, each of the following officers shall be a committee
3-23 of one for each day spent on official business: The Speaker
3-24 of the House, the Speaker Pro Tempore, the Majority Leader,
3-25 the Majority Whip, the Minority Leader, the Minority Whip,
3-26 the Administration Floor Leader, and the Assistant
3-27 Administration Floor Leaders. For each such day spent on
3-28 official business each of such officers shall receive the
3-29 expense, mileage, and travel allowances authorized by law
3-30 for members of interim committees, provided that the
3-31 Assistant Administration Floor Leaders shall receive such
3-32 expense, mileage, and travel allowances only upon the
3-33 authorization and approval of vouchers by the Administration
3-34 Floor Leader.
3-35 SECTION 4-2.
3-36 (a) During any day or period of time during which the
3-37 General Assembly is not in session, including without
3-38 limitation any day or period of adjournment during a regular
3-39 or special session, each member of the House of
3-40 Representatives is designated as a committee of one for the

4- 1 purpose of carrying out legislative duties only within the
4- 2 State of Georgia. For each such day of service, each member
4- 3 shall receive the expense, mileage, and travel allowances
4- 4 authorized by law for legislative members of interim
4- 5 legislative committees but shall not receive the same for
4- 6 more than seven days each year.
4- 7 (b) In addition to the days provided for in subsection (a)
4- 8 of this section and without counting towards the limit
4- 9 specified in said subsection (a), each member of the House
4-10 is designated as a committee of one for the purpose of
4-11 carrying out legislative duties on any weekday which: (1) is
4-12 a one day recess or adjournment during a regular session;
4-13 and (2) occurs after Monday and prior to Friday. For each
4-14 such day of service, each member shall receive the expense
4-15 and travel allowances (not including mileage which shall be
4-16 covered by the weekly round trip) for legislative members of
4-17 interim legislative committees, if such member has engaged
4-18 in legislative business on that day, but not otherwise.
4-19 SECTION 4-3.
4-20 Pursuant to the provisions of law, in addition to any other
4-21 compensation they receive as members of the General
4-22 Assembly, the Majority Leader, the Minority Leader, and the
4-23 Administration Floor Leader each shall receive an amount of
4-24 $2,400.00 per annum, as salary, to be paid in equal monthly
4-25 or semimonthly installments. Each of the Assistant
4-26 Administration Floor Leaders shall likewise receive an
4-27 amount of $1,200.00 per annum, as salary, to be paid in
4-28 equal monthly or semimonthly installments. Prior to serving
4-29 as Administration Floor Leader or as an Assistant
4-30 Administration Floor Leader, a Representative must be
4-31 certified as such by the Governor in writing to the Speaker
4-32 of the House and the Clerk of the House.
4-33 SECTION 5-1.
4-34 During any period or day of adjournment during a regular or
4-35 special session, the Speaker is empowered to give
4-36 authorization for standing committees of the House and such
4-37 other committees as the Speaker might create to remain at
4-38 the Capitol during any such period of time for the purpose
4-39 of considering and studying proposed legislation and other
4-40 matters. Members of such committees as shall be designated
4-41 by the Speaker to remain at the Capitol shall receive the

5- 1 expense, mileage, and travel allowances authorized by law
5- 2 for members of interim committees.
5- 3 SECTION 5-2.
5- 4 The Speaker is authorized to appoint committees from the
5- 5 members of the House to serve as interim legislative study
5- 6 committees and for the purpose of performing such duties as
5- 7 the Speaker shall deem necessary. Such committees are
5- 8 authorized to serve during the interim and the members
5- 9 thereof shall receive the expense, mileage, and travel
5-10 allowances authorized by law for legislative members of
5-11 interim legislative committees. The Speaker shall designate
5-12 the chairperson of any such committee and shall prescribe
5-13 the time for which any such committee is authorized to
5-14 function. The Speaker is authorized to extend the time
5-15 allowed for any committee, whether the committee is created
5-16 by resolution or by the Speaker. The Speaker is authorized
5-17 to designate standing committees or any subcommittee thereof
5-18 to function during the interim for the purpose of performing
5-19 such duties as the Speaker shall deem necessary. The
5-20 members of any such committee or subcommittee shall receive
5-21 the expense, mileage, and travel allowances authorized by
5-22 law for legislative members of interim legislative
5-23 committees.
5-24 SECTION 6-1.
5-25 The funds necessary to carry out the provisions of Parts 1,
5-26 4, and 5 of this resolution shall come from funds
5-27 appropriated or otherwise available for the operation of the
5-28 House of Representatives and House Research Office. The
5-29 funds necessary to carry out the provisions of Part 2 of
5-30 this resolution shall come from funds appropriated or
5-31 otherwise available for the operation of the Clerk of the
5-32 House's office. The funds necessary to carry out the
5-33 provisions of Part 3 of this resolution shall come from
5-34 funds appropriated or otherwise available for the operation
5-35 of the Speaker of the House's Office.
5-36 SECTION 6-2.
5-37 Any personnel employed pursuant to this resolution shall
5-38 serve at the pleasure of the appointing authority; and any
5-39 such personnel may be discharged by the appointing authority
5-40 with or without cause.

6- 2 This resolution shall take effect immediately upon its
6- 3 adoption by the House of Representatives.
