                             A RESOLUTION 
 
  1- 1  Amending the Rules of the House of Representatives; and for 
  1- 2  other purposes. 
 
  1- 3        BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES: 
 
  1- 4                           SECTION 1. 
 
  1- 5  The Rules of the House of Representatives are amended by 
  1- 6  adding a new Rule 11A to read as follows: 
 
  1- 7    "Rule 11A. With respect to proposed local legislation for 
  1- 8    county-wide services, special tax districts, and 
  1- 9    incorporation, the provisions of this rule shall apply. If 
  1-10    there are 18 or more Representatives whose districts are 
  1-11    wholly or partially located in the county or counties 
  1-12    affected by such legislation and at least one-third of 
  1-13    them sign the legislation, then the Committee on State 
  1-14    Planning and Community Affairs may favorably report such
