                             A RESOLUTION 
 
  1- 1  Creating the Joint Highway Safety Study Committee; and for 
  1- 2  other purposes. 
 
  1- 3  WHEREAS, both the Georgia economy and population have been 
  1- 4  growing rapidly for almost a decade and show every sign of 
  1- 5  continued strong expansion; and 
 
  1- 6  WHEREAS, this welcomed growth brings with it some associated 
  1- 7  challenges, including increases in congestion, accidents, 
  1- 8  and other incidents on major highways and surface streets 
  1- 9  throughout the state; and 
 
  1-10  WHEREAS, the traffic statistics from the Georgia Department 
  1-11  of Transportation show that more than 250,000 vehicles 
  1-12  travel the northern arc of the perimeter (I-285) every 
  1-13  business day, making it one of the busiest sections of the 
  1-14  interstate system in the nation; and 
 
  1-15  WHEREAS, I-75, I-85, and I-20 in and around the metropolitan 
  1-16  Atlanta area are almost as busy and congested as the 
  1-17  northern arc of the perimeter; and 
 
  1-18  WHEREAS, there are more than 280,000 accidents reported each 
  1-19  year in the State of Georgia, and even minor accidents can 
  1-20  cause major traffic delays and additional incidents on the 
  1-21  interstate system; and 
 
  1-22  WHEREAS, there is a need for a comprehensive study and 
  1-23  review of driver safety with a thorough examination of the 
  1-24  entire range of issues relating to highway safety and the 
  1-25  smooth flow of traffic, freight, and passengers through 
  1-26  Georgia. 
 
  1-27  NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF 
  1-28  GEORGIA that there is created the Joint Highway Safety Study 
  1-29  Committee to be composed of seven members of the House of 
  1-30  Representatives to be appointed by the Speaker of the House 
  1-31  of Representatives and seven members of the Senate to be 
  1-32  appointed by the President of the Senate.  The Speaker of 
  1-33  the House of Representatives shall designate a member of the 
  1-34  House and the President of the Senate shall designate a 
  1-35  member of the Senate who shall serve as cochairpersons of

  2- 1  the committee.  The committee shall meet at the call of the 
  2- 2  cochairpersons. 
 
  2- 3  BE IT FURTHER RESOLVED that the committee shall undertake a 
  2- 4  study of the conditions, needs, issues, and problems 
  2- 5  associated with the movement of traffic and the related 
  2- 6  issue of highway safety on the roads of Georgia and shall 
  2- 7  recommend any actions or legislation which the committee 
  2- 8  deems necessary or appropriate.  The committee may conduct 
  2- 9  such meetings and public hearings at such places and at such 
  2-10  times as it may deem necessary or convenient to enable it to 
  2-11  exercise fully and effectively its powers, perform its 
  2-12  duties, and accomplish the objectives and purposes of this 
  2-13  resolution.  The committee may request the provision of 
  2-14  services for the purposes of this resolution by any officer, 
  2-15  agency, or department of state government, and all officers, 
  2-16  agencies, and departments of state government shall 
  2-17  cooperate with the committee and provide services so 
  2-18  requested to the maximum extent possible. 
 
  2-19  BE IT FURTHER RESOLVED that the members of the committee 
  2-20  shall receive the allowances authorized for legislative 
  2-21  members of interim legislative committees but shall receive 
  2-22  the same for not more than five days unless additional days 
  2-23  are authorized.  The funds necessary to carry out the 
  2-24  provisions of this resolution shall come from the funds 
  2-25  appropriated to the House of Representatives and Senate.  In 
  2-26  the event the committee makes a report of its findings and 
  2-27  recommendations, with suggestions for proposed legislation, 
  2-28  if any, such report shall be made on or before December 1, 
  2-29  2000.  The committee shall stand abolished on December 1,
