                             A RESOLUTION 
 
  1- 1  Creating the House Property Tax Study Committee; and for 
  1- 2  other purposes. 
 
  1- 3  WHEREAS, of the numerous issues relating to property 
  1- 4  taxation in the State of Georgia which merit a thorough and 
  1- 5  comprehensive legislative study, one of the most important 
  1- 6  is the issue of ad valorem taxation of property which has 
  1- 7  been wholly or partially destroyed during a taxable year; 
  1- 8  and 
 
  1- 9  WHEREAS, our state continues to be visited by natural 
  1-10  disasters such as floods and tornadoes which devastate lives 
  1-11  and destroy property; and 
 
  1-12  WHEREAS, a pressing need exists for an overall comprehensive 
  1-13  evaluation of the state's property tax structure with 
  1-14  respect to the taxation of wholly or partially destroyed 
  1-15  property. 
 
  1-16  NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF 
  1-17  REPRESENTATIVES that there is created the House Property Tax 
  1-18  Study Committee to be composed of five members of the House 
  1-19  of Representatives to be appointed by the Speaker of the 
  1-20  House of Representatives.  The Speaker shall designate a 
  1-21  member of the committee as chairperson of the committee. 
  1-22  The chairperson shall call all meetings of the committee. 
 
  1-23  BE IT FURTHER RESOLVED that the committee shall undertake a 
  1-24  study of the conditions, needs, issues, and problems 
  1-25  mentioned above or related thereto and recommend any actions 
  1-26  or legislation which the committee deems necessary or 
  1-27  appropriate.  The committee may conduct such meetings at 
  1-28  such places and at such times as it may deem necessary or 
  1-29  convenient to enable it to exercise fully and effectively 
  1-30  its powers, perform its duties, and accomplish the 
  1-31  objectives and purposes of this resolution.  The members of 
  1-32  the committee shall receive the allowances authorized for 
  1-33  legislative members of interim legislative committees but 
  1-34  shall receive the same for not more than five days unless 
  1-35  additional days are authorized.  The funds necessary to 
  1-36  carry out the provisions of this resolution shall come from 
  1-37  the funds appropriated to the House of Representatives.  In

  2- 1  the event the committee makes a report of its findings and 
  2- 2  recommendations, with suggestions for proposed legislation, 
  2- 3  if any, such report shall be made on or before December 1, 
  2- 4  1999.  The committee shall stand abolished on December 1,
