                             A RESOLUTION 
 
  1- 1  Designating the Dr. Pierce Gordon Blanchard Memorial 
  1- 2  Highway; and for other purposes. 
 
  1- 3  WHEREAS, Pierce Gordon Blanchard was born February 19, 1888, 
  1- 4  in the Leah Community of Columbia County and died October 
  1- 5  10, 1943. He was the thirteenth child of James (Jim) Harris 
  1- 6  Blanchard and Nancy (Nannie Eubanks Blanchard); and 
 
  1- 7  WHEREAS, Dr. Blanchard's family has resided in Columbia 
  1- 8  County since around 1760 when his great, great grandfather, 
  1- 9  Ruben Blanchard, was awarded a British land grant; and 
 
  1-10  WHEREAS, Gordon Blanchard was the youngest graduate in his 
  1-11  class at the Medical College of Georgia (Class of 1911) and, 
  1-12  because of his scholastic record and exceptional surgical 
  1-13  skills, he was offered half ownership in Margaret Wright 
  1-14  Hospital; and 
 
  1-15  WHEREAS, he felt that his call, destiny, and duty were in 
  1-16  providing medical services to the less fortunate of Columbia 
  1-17  County; and 
 
  1-18  WHEREAS, his medical practice included minor surgery, 
  1-19  delivering babies, emergency dental service, and providing 
  1-20  medicine as a druggist; and he provided medical care not 
  1-21  only in his office but also in the rural areas of Columbia, 
  1-22  Lincoln, McDuffie, and Richmond Counties in Georgia and in 
  1-23  the border counties of South Carolina; and 
 
  1-24  WHEREAS, Dr. Blanchard married C. Moralle Ramsey in 1912 and 
  1-25  they were blessed with ten wonderful children; and 
 
  1-26  WHEREAS, he belonged to many professional, fraternal, and 
  1-27  service organizations such as the American Medical 
  1-28  Association and the Georgia and Richmond County Medical 
  1-29  Associations, and he also volunteered his services to the 
  1-30  public health department and held the office of county 
  1-31  physician; and 
 
  1-32  WHEREAS, Dr. Blanchard and his wife were very active in the 
  1-33  religious and charitable affairs of their community and 
  1-34  provided  free medical care, food, clothing, firewood, money 
  1-35  and other assistance to needy families; and

  2- 1  WHEREAS, Dr. Blanchard was a man of God and loved people, 
  2- 2  and his outstanding life as a doctor, husband, father, and 
  2- 3  leader was an inspiration to the people of Columbia County. 
 
  2- 4  NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF 
  2- 5  GEORGIA that the members of this body designate State 
  2- 6  Highway 150 from Pollards Corner at the intersection of said 
  2- 7  State Highway 150 with State Highway 47 to the Mcduffie 
  2- 8  County line as the "Dr. Pierce Gordon Blanchard Memorial 
  2- 9  Highway," in honor of this distinguished citizen of Georgia. 
 
  2-10  BE IT FURTHER RESOLVED that the Department of Transportation 
  2-11  is authorized and directed to erect and maintain appropriate 
  2-12  signs at appropriate locations designating such highway. 
 
  2-13  BE IT FURTHER RESOLVED that the Clerk of the House of 
  2-14  Representatives is authorized and directed to transmit 
  2-15  appropriate copies of this resolution to the commissioner of
