A RESOLUTION
1- 1 Creating the Joint Study Committee on Regional Development
1- 2 Centers and Metropolitan Area Planning and Development
1- 3 Commissions; and for other purposes.
1- 4 WHEREAS, general state law provides for regional development
1- 5 centers and metropolitan area planning and development
1- 6 commissions to carry out powers, duties, and functions
1- 7 related to planning and development in the various
1- 8 designated regions of this state, including the Atlanta
1- 9 area; and
1-10 WHEREAS, the organization, authority, and functions of such
1-11 entities are of the highest and most immediate importance
1-12 both for the Atlanta area and the state as a whole; and
1-13 WHEREAS, the pace of growth is rapid and localities are
1-14 changing significantly in many portions of this state, and
1-15 state and local governments must coordinate plans for and
1-16 adapt to changing circumstances and public service needs;
1-17 and
1-18 WHEREAS, there is a need to continue a thorough joint
1-19 legislative study of the present organizational structure,
1-20 authority, and functions of regional development centers and
1-21 metropolitan area planning and development commissions and
1-22 of whether legislative changes would better enable such
1-23 bodies to serve the state and its local governments.
1-24 NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF
1-25 GEORGIA that there is created the Joint Study Committee on
1-26 Regional Development Centers and Metropolitan Area Planning
1-27 and Development Commissions to be composed of six members of
1-28 the House of Representatives to be appointed by the Speaker
1-29 of the House of Representatives and six members of the
1-30 Senate to be appointed by the President of the Senate. The
1-31 Speaker of the House of Representatives shall designate a
1-32 member of the House and the President of the Senate shall
1-33 designate a member of the Senate who shall serve as
1-34 cochairpersons of the committee. The committee shall meet
1-35 at the call of the cochairpersons.

2- 1 BE IT FURTHER RESOLVED that the committee shall undertake a
2- 2 study of the conditions, needs, issues, and problems
2- 3 mentioned above or related thereto and recommend any actions
2- 4 or legislation which the committee deems necessary or
2- 5 appropriate. The committee may conduct such meetings at
2- 6 such places and at such times as it may deem necessary or
2- 7 convenient to enable it to exercise fully and effectively
2- 8 its powers, perform its duties, and accomplish the
2- 9 objectives and purposes of this resolution. The members of
2-10 the committee shall receive the allowances authorized for
2-11 legislative members of interim legislative committees but
2-12 shall receive the same for not more than five days unless
2-13 additional days are authorized. The funds necessary to
2-14 carry out the provisions of this resolution shall come from
2-15 the funds appropriated to the House of Representatives and
2-16 Senate. In the event the committee makes a report of its
2-17 findings and recommendations, with suggestions for proposed
2-18 legislation, if any, such report shall be made on or before
2-19 December 1, 2000. The committee shall stand abolished on
2-20 December 1, 2000.
