                        A BILL TO BE ENTITLED 
                               AN ACT 
 
 
  1- 1  To amend the "Jackson County Water and Sewerage Authority 
  1- 2  Act," approved March 28, 1986 (Ga. L. 1986, p. 5473), as 
  1- 3  amended, so as to eliminate certain term limits for members 
  1- 4  of the authority; to repeal conflicting laws; and for other 
  1- 5  purposes. 
 
  1- 6       BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: 
 
  1- 7                           SECTION 1. 
 
  1- 8  The "Jackson County Water and Sewerage Authority Act," 
  1- 9  approved March 28, 1986 (Ga. L. 1986, p. 5473), as amended, 
  1-10  is amended by striking subsection (b) of Section 2 and 
  1-11  inserting in lieu thereof the following: 
 
  1-12    "(b) The authority shall consist of five members.  The 
  1-13    board of commissioners of Jackson County shall appoint the 
  1-14    members of the authority, each of whom shall reside in 
  1-15    Jackson County.  The board of commissioners of Jackson 
  1-16    County shall appoint two of the initial members for 
  1-17    initial terms of three years, two of the initial members 
  1-18    for initial terms of two years, and one initial member for 
  1-19    an initial term of one year; with subsequent appointments 
  1-20    for terms of office of three years.  Vacancies shall be 
  1-21    filled for an unexpired term by the board of commissioners 
  1-22    of Jackson County.  Any authority member who is convicted 
  1-23    of a felony shall be removed from the authority upon the 
  1-24    date of conviction, regardless of appeal processes.  A 
  1-25    majority of the members shall constitute a quorum and a 
  1-26    majority may act for the authority in any matter.  No 
  1-27    vacancy shall impair the power of the authority to act. 
  1-28    The authority shall elect one of its members as chairman 
  1-29    and another member as vice chairman.  It shall also elect 
  1-30    a secretary and treasurer who does not necessarily have to 
  1-31    be a member of the authority and who, if not a member, 
  1-32    shall have no voting rights.  The members of the authority 
  1-33    shall serve without compensation; however, it is expressly 
  1-34    understood that they shall be reimbursed for all actual 
  1-35    expenses incurred in the performance of their duties.  The

  2- 1    authority may make rules and regulations and adopt bylaws 
  2- 2    for its own government.  It shall have perpetual 
  2- 3    existence." 
 
  2- 4                           SECTION 2. 
 
  2- 5  All laws and parts of laws in conflict with this Act are
