A BILL TO BE ENTITLED
AN ACT
1- 1 To amend Article 1 of Chapter 5 of Title 21 of the Official
1- 2 Code of Georgia Annotated, relating to general provisions of
1- 3 the "Ethics in Government Act," so as to provide for a
1- 4 mandatory training session on ethics laws for members and
1- 5 members-elect of the General Assembly, to be conducted by
1- 6 the State Ethics Commission and the chairpersons of the
1- 7 House and Senate ethics committees; to provide for the
1- 8 contents, timing, and location of such training sessions; to
1- 9 provide for the publication of the names of members and
1-10 members-elect of the General Assembly who fail to attend
1-11 such training sessions; to provide for related matters; to
1-12 repeal conflicting laws; and for other purposes.
1-13 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
1-14 SECTION 1.
1-15 Article 1 of Chapter 5 of Title 21 of the Official Code of
1-16 Georgia Annotated, relating to general provisions of the
1-17 "Ethics in Government Act," is amended by adding a new Code
1-18 Section 21-5-6.1, to read as follows:
1-19 "21-5-6.1.
1-20 In addition to its other powers and duties, the commission
1-21 shall conduct a training session for members and
1-22 members-elect of the General Assembly regarding ethics
1-23 laws. The training session shall address the provisions
1-24 of this chapter, the 'Ethics in Government Act'; the
1-25 provisions of Chapter 10 of Title 45, regarding codes of
1-26 ethics and conflicts of interest; the provisions of
1-27 Article 1 of Chapter 10 of Title 16, regarding crimes
1-28 associated with the abuse of governmental office; and such
1-29 other topics regarding ethics laws and rules applicable to
1-30 members of the General Assembly as the commission deems
1-31 appropriate. The training session shall be held from
1-32 10:00 A.M. until 3:00 P.M. on either the first or second
1-33 Thursday in January of odd-numbered years. The training
1-34 session for members and members-elect of the Senate shall

2- 1 be held in the Senate chamber and led by the chairperson
2- 2 of the Senate Ethics Committee. The training session for
2- 3 members and members-elect of the House of Representatives
2- 4 shall be held in the House chamber and led by the
2- 5 chairperson of the House Committee on Ethics. Each member
2- 6 and member-elect of the General Assembly shall attend the
2- 7 ethics training session. The commission shall cause to be
2- 8 published a notice containing the names of any members or
2- 9 members-elect who fail to attend the training session in a
2-10 newspaper of general circulation in the county in which
2-11 the member or member-elect resides."
2-12 SECTION 2.
2-13 All laws and parts of laws in conflict with this Act are
2-14 repealed.
