                        A BILL TO BE ENTITLED 
                               AN ACT 
 
 
  1- 1  To amend an Act creating a board of commissioners of Gilmer 
  1- 2  County, approved March 27, 1995 (Ga. L. 1995, p. 3824), so 
  1- 3  as to change the compensation of the chairperson of the 
  1- 4  board of commissioners; to provide for cost-of-living 
  1- 5  adjustments and longevity increases; to provide for an 
  1- 6  effective date; to repeal conflicting laws; and for other 
  1- 7  purposes. 
 
  1- 8       BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: 
 
  1- 9                           SECTION 1. 
 
  1-10  An Act creating a board of commissioners of Gilmer County, 
  1-11  approved March 27, 1995 (Ga. L. 1995, p. 3824), is amended 
  1-12  by striking Section 3 in its entirety and inserting in lieu 
  1-13  thereof the following: 
 
 
 
  1-14    The chairperson of the board of commissioners shall be the 
  1-15    chief administrative officer of the county and shall 
  1-16    devote his or her full time to the duties of the office. 
  1-17    The chairperson shall receive an annual base salary equal 
  1-18    to the minimum annual salary prescribed by O.C.G.A. Code 
  1-19    Section 15-16-20 for the sheriff of a county which has a 
  1-20    population equal to that of Gilmer County. Such base 
  1-21    salary shall be increased by 10 percent of such base 
  1-22    salary, and by cost-of-living adjustments calculated in 
  1-23    the same manner as described in paragraph (2) of 
  1-24    subsection (a) of Code Section 15-16-20, and the sum of 
  1-25    such base salary, the 10 percent increase in such base 
  1-26    salary, and any applicable cost-of-living adjustments 
  1-27    shall be increased by multiplying said amounts by the 
  1-28    percentage which equals 5 percent times the number of 
  1-29    completed four-year terms served by the chairperson of the 
  1-30    board of commissioners after December 31, 2000, effective 
  1-31    the first day of January following the completion of each 
  1-32    such period of service.  Such annual salary shall be 
  1-33    payable in equal monthly installments from the funds of

  2- 1    Gilmer County.  The members of the board of commissioners 
  2- 2    other than the chairperson shall serve part time and each 
  2- 3    shall receive the sum of $3,600.00 per annum payable in 
  2- 4    equal monthly installments from the funds of Gilmer 
  2- 5    County.  The compensation provided for in this section 
  2- 6    shall constitute the entire compensation from the funds of 
  2- 7    Gilmer County to which the chairperson and other members 
  2- 8    of the board of commissioners shall be entitled.  The 
  2- 9    chairperson and other commissioners shall not be entitled 
  2-10    to any additional compensation for serving on any other 
  2-11    public boards or public authorities by virtue of their 
  2-12    office.  The chairperson and members of the board of 
  2-13    commissioners may be reimbursed for reasonable expenses 
  2-14    incurred in the discharge of their duties.  Such 
  2-15    reimbursement shall only be made after proper 
  2-16    documentation has been provided to the county clerk upon 
  2-17    approval by a majority of the board at a regularly 
  2-18    scheduled meeting." 
 
  2-19                           SECTION 2. 
 
  2-20  This Act shall become effective on January 1, 2001. 
 
  2-21                           SECTION 3. 
 
  2-22  All laws and parts of laws in conflict with this Act are
