                             A RESOLUTION 
 
  1- 1  Creating the Georgia Youth Legislature; and for other 
  1- 2  purposes. 
 
  1- 3  WHEREAS, the youth of this state are its most precious 
  1- 4  resource and its greatest responsibility; and 
 
  1- 5  WHEREAS, in order to secure a future within a complex 
  1- 6  society and to grow up to become successful, contributing 
  1- 7  adults, youth need the commitment of the whole community to 
  1- 8  assist in their education and development; and 
 
  1- 9  WHEREAS, the investment of time and energy on behalf of a 
  1-10  child's welfare yields benefits of infinite dimensions; and 
 
  1-11  WHEREAS, the investment of time and energy to provide an 
  1-12  opportunity for students to develop an understanding of the 
  1-13  functions of the legislative, executive, and judicial 
  1-14  branches of government and an appreciation of the 
  1-15  governmental process will yield vast benefits for the future 
  1-16  of our state. 
 
  1-17  NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that there is 
  1-18  created the Georgia Youth Legislature.  Its members shall be 
  1-19  students enrolled in private or public schools of this state 
  1-20  and from 15 to 18 years of age.  Each member of the Senate 
  1-21  shall select a student from such member's legislative 
  1-22  district to serve as a member of the Youth Legislature. The 
  1-23  Youth Legislature is authorized to meet biennially during 
  1-24  the month of June at the state capitol.  The Youth 
  1-25  Legislature is authorized to adopt bylaws to govern its 
  1-26  internal procedures and to solicit private financial 
  1-27  support, and such body is authorized to adopt such measures 
  1-28  as it deems appropriate to  present to the Senate for 
  1-29  consideration. The Secretary of State shall, effective upon 
  1-30  the appropriation of funds by the General Assembly for this 
  1-31  purpose, provide staff and logistical support in connection 
  1-32  with the biennial Youth Legislature meeting.
