A RESOLUTION
1- 1 Creating the Joint Study Committee on Regional Development
1- 2 Centers and Metropolitan Area Planning and Development
1- 3 Commissions; creating the State Commission on Drug
1- 4 Addiction; creating the Joint Manufactured Housing Study
1- 5 Committee; creating the Joint Study Committee on Art
1- 6 Policies for the Capitol and the Governor's Mansion;
1- 7 creating the Joint West Georgia River Protection Act Study
1- 8 Committee; and creating the House Lake Lanier Water Quality
1- 9 Study Committee; and for other purposes.
1-10 WHEREAS, general state law provides for regional development
1-11 centers and metropolitan area planning and development
1-12 commissions to carry out powers, duties, and functions
1-13 related to planning and development in the various
1-14 designated regions of this state, including the Atlanta
1-15 area; and
1-16 WHEREAS, the organization, authority, and functions of such
1-17 entities are of the highest and most immediate importance
1-18 both for the Atlanta area and the state as a whole; and
1-19 WHEREAS, the pace of growth is rapid and localities are
1-20 changing significantly in many portions of this state, and
1-21 state and local governments must coordinate plans for and
1-22 adapt to changing circumstances and public service needs;
1-23 and
1-24 WHEREAS, there is a need for a thorough joint legislative
1-25 study of the present organizational structure, authority,
1-26 and functions of regional development centers and
1-27 metropolitan area planning and development commissions and
1-28 of whether legislative changes would better enable such
1-29 bodies to serve the state and its local governments.
1-30 NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF
1-31 GEORGIA that there is created the Joint Study Committee on
1-32 Regional Development Centers and Metropolitan Area Planning
1-33 and Development Commissions to be composed of six members of
1-34 the House of Representatives to be appointed by the Speaker
1-35 of the House of Representatives and six members of the

2- 1 Senate to be appointed by the President of the Senate. The
2- 2 Speaker of the House of Representatives shall designate a
2- 3 member of the House and the President of the Senate shall
2- 4 designate a member of the Senate who shall serve as
2- 5 cochairpersons of the committee. The committee shall meet
2- 6 at the call of the cochairpersons.
2- 7 BE IT FURTHER RESOLVED that the committee shall undertake a
2- 8 study of the conditions, needs, issues, and problems
2- 9 mentioned above or related thereto and recommend any actions
2-10 or legislation which the committee deems necessary or
2-11 appropriate. The committee may conduct such meetings at
2-12 such places and at such times as it may deem necessary or
2-13 convenient to enable it to exercise fully and effectively
2-14 its powers, perform its duties, and accomplish the
2-15 objectives and purposes of this resolution. The members of
2-16 the committee shall receive the allowances authorized for
2-17 legislative members of interim legislative committees but
2-18 shall receive the same for not more than five days unless
2-19 additional days are authorized. The funds necessary to
2-20 carry out the provisions of this resolution shall come from
2-21 the funds appropriated to the House of Representatives and
2-22 Senate. In the event the committee makes a report of its
2-23 findings and recommendations, with suggestions for proposed
2-24 legislation, if any, such report shall be made on or before
2-25 December 1, 1999. The committee shall stand abolished on
2-26 December 1, 1999.
2-27 BE IT FURTHER RESOLVED that whereas drug addiction continues
2-28 to wreak havoc upon the lives of many of Georgia's citizens
2-29 thereby posing a threat to all of society; and
2-30 WHEREAS, drug addiction contributes in large measure to
2-31 increased crime, especially robberies and burglaries to
2-32 obtain funds needed to purchase drugs; and
2-33 WHEREAS, drug addicted mothers are unable to care adequately
2-34 for their children often requiring state intervention to
2-35 remove the children from the home because of neglect or
2-36 abuse; and
2-37 WHEREAS, such abuse sometimes includes the mother
2-38 prostituting herself and her children in order to obtain
2-39 drugs; and

3- 1 WHEREAS, the presence of a drug addict in the family
3- 2 seriously threatens the ability of that family to function
3- 3 appropriately; and
3- 4 WHEREAS, drug addiction among those incarcerated in the
3- 5 state's jails, prisons, and youth detention facilities is
3- 6 either not treated or inadequately treated to ensure the
3- 7 incarcerated persons can avoid drug use upon their release;
3- 8 and
3- 9 WHEREAS, the state needs to develop long-range plans to deal
3-10 with the scourge of drug addiction without exclusively using
3-11 punitive measures.
3-12 NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF
3-13 GEORGIA that there is created the State Commission on Drug
3-14 Addiction to be composed of 12 members. Three of such
3-15 members shall be members of the House of Representatives who
3-16 shall be appointed by the Speaker of the House, with at
3-17 least one being a member of the majority party in the House
3-18 and at least one being a member of the minority party in the
3-19 House. Three of such members shall be members of the Senate
3-20 who shall be appointed by the President of the Senate, with
3-21 at least one being a member of the majority party in the
3-22 Senate and at least one being a member of the minority party
3-23 in the Senate. Two of such members shall be appointed by
3-24 the Governor who shall designate one of such appointees as
3-25 chairperson and the other as vice chairperson of the
3-26 commission. Three members shall be the commissioner, or
3-27 such commissioner's designee, of the following departments:
3-28 the Department of Human Resources, the Department of
3-29 Corrections, and the Department of Juvenile Justice, and one
3-30 member shall be the chairman, or such chairman's designee,
3-31 of the State Board of Pardons and Paroles. The commission
3-32 chairperson shall call all meetings of the commission.
3-33 BE IT FURTHER RESOLVED that the commission shall undertake a
3-34 study of the conditions, needs, issues, and problems
3-35 mentioned above or related thereto and recommend any actions
3-36 or legislation which the commission deems necessary or
3-37 appropriate. The commission shall also collect available
3-38 data regarding drug addiction in order to determine: by
3-39 county, the number of addicts receiving treatment, according
3-40 to gender, treatment method, and outcome, the projected
3-41 number of addicts not receiving treatment, and the number of
3-42 arrests involving drug offenses. The commission may conduct
3-43 such meetings at such places and at such times as it may
3-44 deem necessary or convenient to enable it to exercise fully

4- 1 and effectively its powers, perform its duties, and
4- 2 accomplish the objectives and purposes of this resolution.
4- 3 Legislative members and citizen members, if any, shall
4- 4 receive the expenses and allowances authorized by law for
4- 5 members of legislative members of interim legislative
4- 6 committees for their services on the commission but shall
4- 7 receive the same for not more than ten days unless
4- 8 additional days are authorized. Members of the commission
4- 9 who are state officials, other than legislative members, or
4-10 state employees shall receive no compensation for their
4-11 services on the commission, but they shall be reimbursed for
4-12 expenses incurred by them in the performance of their duties
4-13 as members of the commission. The funds necessary for the
4-14 reimbursement of the expenses of state officials, other than
4-15 legislative members, and state employees shall come from
4-16 funds appropriated to or otherwise available to their
4-17 respective departments. All other funds necessary to carry
4-18 out the provisions of this resolution shall come from the
4-19 funds appropriated to or otherwise available to the House of
4-20 Representatives and Senate. In the event the commission
4-21 makes a report of its findings and recommendations, with
4-22 suggestions for proposed legislation, if any, such report
4-23 shall be made on or before December 1, 1999. The commission
4-24 shall stand abolished on December 1, 1999.
4-25 WHEREAS, manufactured housing constitutes 28 percent of the
4-26 new single family housing in Georgia and the manufactured
4-27 housing industry is an important resource to the prosperity
4-28 of Georgia; and
4-29 WHEREAS, manufactured homes are subject to disparate
4-30 treatment in this state with respect to taxation, zoning,
4-31 transport, and regulation; and
4-32 WHEREAS, an overall comprehensive study should be undertaken
4-33 to assist the General Assembly in determining the need for
4-34 uniform treatment of manufactured homes in Georgia.
4-35 NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF
4-36 GEORGIA that there is created the Joint Manufactured Housing
4-37 Study Committee, to be composed of three members of the
4-38 Senate appointed by the President of the Senate and three
4-39 members of the House of Representatives appointed by the
4-40 Speaker of the House of Representatives. The President of
4-41 the Senate and the Speaker of the House shall each designate

5- 1 a member of the committee as cochairperson of the committee.
5- 2 The cochairpersons shall call all meetings of the committee.
5- 3 BE IT FURTHER RESOLVED that the committee shall undertake a
5- 4 study of the conditions, needs, issues, and problems
5- 5 mentioned above or related thereto and recommend any actions
5- 6 or legislation which the committee deems necessary or

5-23 WHEREAS, art plays a meaningful role in the everyday lives
5-24 of our citizens and in the overall education of both youths
5-25 and adults; and
5-26 WHEREAS, art embodies historical and sustaining importance
5-27 to the State of Georgia as a visual representation of our
5-28 heritage and further provides cultural enlightenment for our
5-29 citizens; and
5-30 WHEREAS, the Secretary of State of Georgia is proud to
5-31 coordinate the public exhibition and maintenance of art work
5-32 in the Capitol and Capitol Education Center and seeks to
5-33 work in cooperation with the Georgia Building Authority for
5-34 art at the Governor's Mansion; and
5-35 WHEREAS, there is an impending need for policies and
5-36 procedures to guide the collection, acquisition,
5-37 deaccessioning, preserving, and displaying of art work in
5-38 the Capitol, Capitol Education Center, and the Governor's
5-39 Mansion.
5-40 NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF
5-41 GEORGIA that there is created the Joint Study Committee on

6- 1 Art Policies for the Capitol and Governor's Mansion to be
6- 2 composed of four members of the House of Representatives to
6- 3 be appointed by the Speaker of the House of Representatives,
6- 4 four members of the Senate to be appointed by the President
6- 5 of the Senate, four members appointed by the Governor, and
6- 6 the executive director of the Georgia Building Authority or
6- 7 his or her designee. The Secretary of State shall serve as
6- 8 a member and chairperson of the committee. The committee
6- 9 shall meet at the call of the chairperson.
6-10 BE IT FURTHER RESOLVED that the committee shall undertake a
6-11 study of the conditions, needs, issues, and problems
6-12 mentioned above or related thereto and recommend any actions
6-13 or legislation which the committee deems necessary or
6-14 appropriate. The committee may conduct such meetings at
6-15 such places and at such times as it may deem necessary or
6-16 convenient to enable it to exercise fully and effectively
6-17 its powers, perform its duties, and accomplish the
6-18 objectives and purposes of this resolution. The members of
6-19 the committee shall receive the allowances authorized for
6-20 legislative members of interim legislative committees but
6-21 shall receive the same for not more than five days unless
6-22 additional days are authorized. The funds necessary to
6-23 carry out the provisions of this resolution shall come from

6-27 legislation, if any, to the Governor and General Assembly on
6-28 or before December 31, 1999. The committee shall stand
6-29 abolished on December 31, 1999.
6-30 WHEREAS, the rivers of West Georgia are a vital and
6-31 important resource which provide drinking water and
6-32 recreational opportunities to the citizens of the State of
6-33 Georgia; and
6-34 WHEREAS, the protection of these vital resources is critical
6-35 to the prosperity of West Georgia and the citizens of the
6-36 entire state; and
6-37 WHEREAS, there exists a need for a thorough and
6-38 comprehensive study of steps to protect and improve the
6-39 waters of these rivers, to lessen the impact of development
6-40 on these ecosystems, and to prevent the erosion of
6-41 riverbanks in this area of the state; and

7- 1 WHEREAS, Coweta County has adopted zoning ordinances to
7- 2 protect these river corridors; and
7- 3 WHEREAS, Carroll, Heard, and Troup counties also have a
7- 4 vital interest in protecting these resources; and
7- 5 WHEREAS, a study should be undertaken to assist the General
7- 6 Assembly in determining the need for and details of a West
7- 7 Georgia River Protection Act to preserve and enhance the
7- 8 rivers of the above-named counties.
7- 9 NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF
7-10 GEORGIA that there is created the Joint West Georgia River
7-11 Protection Act Study Committee, to be composed of five
7-12 members of the Senate appointed by the President of the
7-13 Senate and five members of the House of Representatives
7-14 appointed by the Speaker of the House of Representatives,
7-15 with consideration given to the appointment of those members
7-16 of the General Assembly who represent Coweta, Heard, Troup,
7-17 and Carroll counties. The President of the Senate and the
7-18 Speaker of the House shall each designate a member of the
7-19 committee as cochairperson of the committee. The
7-20 cochairpersons shall call all meetings of the committee.
7-21 BE IT FURTHER RESOLVED that the committee shall undertake a
7-22 study of the conditions, needs, issues, and problems
7-23 mentioned above or related thereto and recommend any actions
7-24 or legislation which the committee deems necessary or

7-41 WHEREAS, Lake Lanier is the source of much of the drinking
7-42 water for residents of this state; and

8- 1 WHEREAS, Lake Lanier is also a prime recreational area for
8- 2 the state; and
8- 3 WHEREAS, the shores of Lake Lanier are also the site of
8- 4 increasing residential and other development; and
8- 5 WHEREAS, a thorough study should be made to assess how the
8- 6 various uses of Lake Lanier can be suitably balanced to
8- 7 ensure high water quality, commerce, and quality of life;
8- 8 and
8- 9 WHEREAS, long-range planning must be conducted with special
8-10 emphasis upon the impact of increased population and
8-11 development around the lake and the need to protect the lake
8-12 from both natural and man-made pollution; and
8-13 WHEREAS, the possibility needs to be explored of creating a
8-14 multijurisdictional authority to deal with these concerns.
8-15 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
8-16 REPRESENTATIVES that there is created the House Lake Lanier
8-17 Water Quality Study Committee to be composed of:
8-18 (1) Five members of the House of Representatives to be
8-19 appointed by the Speaker of the House of
8-20 Representatives;
8-21 (2) One member from the Carl Vinson Institute of
8-22 Government to be designated by the director of such
8-23 institute;
8-24 (3) One member from the Army Corps of Engineers to be
8-25 designated by the commander of that unit of such corps
8-26 having jurisdiction over Lake Lanier; and
8-27 (4) Two citizen members having background and experience
8-28 in water quality issues and to be appointed by the
8-29 Speaker of the House of Representatives.
8-30 The members of the committee who are members of the House of
8-31 Representatives shall elect one of such House members as
8-32 chairperson. The full committee shall elect two of their
8-33 members as vice chairperson and secretary. The chairperson
8-34 shall call all meetings of the committee.
8-35 BE IT FURTHER RESOLVED that the committee shall undertake a
8-36 study of the conditions, needs, issues, and problems
8-37 mentioned above or related thereto and recommend any actions
8-38 or legislation which the committee deems necessary or
8-39 appropriate. The committee may conduct such meetings at
8-40 such places and at such times as it may deem necessary or

9- 1 convenient to enable it to exercise fully and effectively
9- 2 its powers, perform its duties, and accomplish the
9- 3 objectives and purposes of this resolution. Members of the
9- 4 committee who are officials or employees of any state
9- 5 department, other than the board of regents, shall receive
9- 6 no compensation for their services, but they shall be
9- 7 reimbursed for expenses incurred by them in the performance
9- 8 of their duties as members of the committee. The funds

9-21 suggestions for proposed legislation, if any, such report
9-22 shall be made on or before December 15, 1999. The committee
9-23 shall stand abolished on December 1, 1999.
