A RESOLUTION
1- 1 Relative to officials, employees, and committees in the
1- 2 Senate; and for other purposes.
1- 3 BE IT RESOLVED BY THE SENATE that the following provisions
1- 4 shall be in effect during the 1999 regular session and
1- 5 thereafter until otherwise provided for by resolution of the
1- 6 Senate:
1- 7 SECTION 1-1.
1- 8 Subject to the availability of funds appropriated or
1- 9 otherwise available for the Senate, the Senate
1-10 Administrative Affairs Committee of the Senate is authorized
1-11 to employ on behalf of the Senate: a postmaster, assistant
1-12 doorkeepers, a director of pages, pages, aides, secretaries,
1-13 stenographers, typists, clerks, porters, court reporters,
1-14 consultants, and other necessary personnel; and the Senate
1-15 Administrative Affairs Committee is authorized to provide
1-16 for a Senate Research Office, a Senate Information Office
1-17 and a Senate Photographer's Office, and to employ personnel
1-18 for said offices. The numbers and compensation of personnel
1-19 so employed pursuant to this section shall be fixed by the
1-20 Senate Administrative Affairs Committee within the
1-21 limitations of funds appropriated or otherwise available for
1-22 the operation of the Senate. Personnel employed pursuant to
1-23 this section may be employed on a permanent or temporary
1-24 basis and on a part-time or full-time basis, as may be
1-25 determined by the Senate Administrative Affairs Committee.
1-26 The assignment and duties of personnel employed pursuant to
1-27 this section shall be as determined by the Senate
1-28 Administrative Affairs Committee; and any such personnel may
1-29 be assigned to Senate officers, committees, and committee
1-30 officers as deemed appropriate by the Senate Administrative
1-31 Affairs Committee, including assignment of aides to the
1-32 President Pro Tempore, the Majority Leader, and the Minority
1-33 Leader.

2- 1 SECTION 1-2.
2- 2 The Senate Administrative Affairs Committee is also
2- 3 authorized to secure the services of chaplains and interns
2- 4 and provide expense reimbursement allowances for them within
2- 5 the limitations of funds appropriated or otherwise
2- 6 available.
2- 7 SECTION 1-3.
2- 8 The Sergeant-at-Arms of the Senate, who is elected by the
2- 9 Senate, shall be compensated in an amount to be fixed by the
2-10 Senate Administrative Affairs Committee of the Senate.
2-11 SECTION 2-1.
2-12 Subject to the availability of funds appropriated or
2-13 otherwise available for the Secretary of the Senate's
2-14 Office, the Secretary of the Senate is authorized to employ
2-15 for the Secretary's office: an assistant secretary, reading
2-16 clerks, bill clerks, enrolling and engrossing clerks,
2-17 calendar clerks, journal clerks, administrative assistants,
2-18 secretaries, copy readers, typists, Multilith operators,
2-19 Xerox operators, collator operators, clerical assistants,
2-20 terminal operators, document distributors, porters,
2-21 personnel to distribute bills and other materials for
2-22 members, and other necessary personnel. The numbers and
2-23 compensation of personnel employed pursuant to this section
2-24 shall be fixed by the Secretary within the limitations of
2-25 funds appropriated or otherwise available for the operation
2-26 of the Secretary of the Senate's Office. Personnel employed
2-27 pursuant to this section may be employed on a permanent or
2-28 temporary basis and on a part-time or full-time basis, as
2-29 may be determined by the Secretary. The assignment and
2-30 duties of personnel employed pursuant to this section shall
2-31 be as determined by the Secretary.
2-32 SECTION 2-2.
2-33 Pursuant to the provisions of Code Section 28-3-23 of the
2-34 Official Code of Georgia Annotated, the annual salary of the
2-35 Secretary of the Senate shall be in the same amount as in
2-36 effect immediately prior to the adoption of this resolution.
2-37 In addition to that amount, the Secretary shall also receive
2-38 the same percentage salary increase provided in the General
2-39 Appropriations Act for employees of the legislative branch
2-40 of state government. During his or her tenure of office,
2-41 the Secretary shall also receive the same expense allowance

3- 1 and the same mileage or travel allowance as is received by
3- 2 members of the General Assembly.
3- 3 SECTION 3-1.
3- 4 Subject to the availability of funds appropriated or
3- 5 otherwise available for the operation of the President of
3- 6 the Senate's Office, the President of the Senate is
3- 7 authorized to employ in the President's office: interns,
3- 8 aides, secretaries, stenographers, typists, consultants, and
3- 9 other necessary personnel. The numbers and compensation of
3-10 personnel employed pursuant to this section shall be fixed
3-11 by the President within the limitations of funds
3-12 appropriated or otherwise available for the operation of the
3-13 President of the Senate's Office. Personnel employed
3-14 pursuant to this section may be employed on a permanent or
3-15 temporary basis and on a part-time or full-time basis as may
3-16 be determined by the President of the Senate. The
3-17 assignment and duties of personnel employed pursuant to this
3-18 section shall be as determined by the President of the
3-19 Senate.
3-20 SECTION 4-1.
3-21 During any day or period of time during which the General
3-22 Assembly is not in session, including without limitation any
3-23 day or period of adjournment during a regular or special
3-24 session, each of the following officers shall be a committee
3-25 of one for each day spent on official business: the
3-26 President Pro Tempore, the Majority Leader, the Minority
3-27 Leader, and the Administration Floor Leader. For each such
3-28 day spent on official business each of such officers shall
3-29 receive the expense, mileage, and travel allowances
3-30 authorized by law for members of interim legislative
3-31 committees. Each such officer shall provide with his or her
3-32 claim for such allowances for each such day a brief
3-33 statement of the nature of the official business carried out
3-34 on such day.
3-35 SECTION 4-2.
3-36 (a) During any day or period of time during which the
3-37 General Assembly is not in session, including without
3-38 limitation any day or period of adjournment during a regular
3-39 or special session, each other member of the Senate is
3-40 designated as a committee of one for the purpose of carrying

4- 1 out legislative duties only within the State of Georgia.
4- 2 For each such day of service, each member shall receive the
4- 3 expense, mileage, and travel allowances authorized by law
4- 4 for legislative members of interim legislative committees
4- 5 but shall not receive the same for more than fifteen days
4- 6 each year. Each such member shall provide with his or her
4- 7 claim for such allowances for each such day a brief
4- 8 statement of the nature of the legislative duties carried
4- 9 out on such day.
4-10 (b) In addition to the days provided for in subsection (a)
4-11 of this section and without counting towards the limit
4-12 specified in said subsection (a), each member of the Senate
4-13 is designated as a committee of one for the purpose of
4-14 carrying out legislative duties on any weekday which: (1) is
4-15 a one day recess or adjournment during a regular session;
4-16 and (2) occurs after Monday and prior to Friday. For each
4-17 such day of service, each member shall receive the expense
4-18 and travel allowances (not including mileage which shall be
4-19 covered by the weekly round trip) for legislative members of
4-20 interim legislative committees. Each such member shall
4-21 provide with his or her claim for such day a brief statement
4-22 of the nature of the legislative duties carried out on such
4-23 day.
4-24 SECTION 4-3.
4-25 Pursuant to the provisions of law, in addition to any other
4-26 compensation they receive as members of the General
4-27 Assembly, the Majority Leader, the Minority Leader, and the
4-28 Administration Floor Leader each shall receive an amount of
4-29 $2,400.00 per annum, as salary, to be paid in equal monthly
4-30 or semimonthly installments. Each of the Assistant
4-31 Administration Floor Leaders shall likewise receive an
4-32 amount of $1,200.00 per annum, as salary, to be paid in
4-33 equal monthly or semimonthly installments. Prior to serving
4-34 as Administration Floor Leader or as an Assistant
4-35 Administration Floor Leader, a Senator must be certified as
4-36 such by the Governor in writing to the President of the
4-37 Senate and the Secretary of the Senate.
4-38 SECTION 5-1.
4-39 During any period or day of adjournment during a regular or
4-40 special session, the President is empowered to give
4-41 authorization for standing committees of the Senate and such
4-42 other committees as the President might create to remain at

5- 1 the Capitol during any such period of time for the purpose
5- 2 of considering and studying proposed legislation and other
5- 3 matters. Members of such committees as shall be designated
5- 4 by the President to remain at the Capitol shall receive the
5- 5 expense, mileage, and travel allowances authorized by law
5- 6 for members of interim committees.
5- 7 SECTION 5-2.
5- 8 The President is authorized to appoint committees from the
5- 9 members of the Senate to serve as interim legislative study
5-10 committees and for the purpose of performing such duties as
5-11 the President shall deem necessary. Such committees are
5-12 authorized to serve during the interim and the members
5-13 thereof shall receive the expense, mileage, and travel
5-14 allowances authorized by law for legislative members of
5-15 interim legislative committees. The President shall
5-16 designate the chairperson of any such committee and shall
5-17 prescribe the time for which any such committee is
5-18 authorized to function. The President is authorized to
5-19 extend the time allowed for any committee, whether the
5-20 committee is created by resolution or by the President. The
5-21 chairperson of any standing committee is empowered to
5-22 authorize his or her committee or any standing subcommittee
5-23 of his or her committee to function during the interim for
5-24 the purpose of performing such duties as the chairperson
5-25 shall deem necessary. The members shall receive the
5-26 expense, mileage, and travel allowances authorized by law
5-27 for legislative members of interim legislative committees.
5-28 SECTION 6-1.
5-29 The funds necessary to carry out the provisions of Parts 1,
5-30 4, and 5 of this resolution shall come from funds
5-31 appropriated or otherwise available for the operation of the
5-32 Senate. The funds necessary to carry out the provisions of
5-33 Part 2 of this resolution shall come from funds appropriated
5-34 or otherwise available for the operation of the Secretary of
5-35 the Senate's Office. The funds necessary to carry out the
5-36 provisions of Part 3 of this resolution shall come from
5-37 funds appropriated or otherwise available for the operation
5-38 of the President of the Senate's Office.
5-39 SECTION 6-2.
5-40 Any personnel employed pursuant to this resolution shall
5-41 serve at the pleasure of the appointing authority; and any

6- 1 such personnel may be discharged by the appointing authority
6- 2 with or without cause.
6- 3 SECTION 6-3.
6- 4 This resolution shall take effect immediately upon its
6- 5 adoption by the Senate.
