SENATE RESOLUTION 32

A RESOLUTION
1- 1 Creating the Senate Mental Health, Mental Retardation, and
1- 2 Substance Abuse Service Delivery Study Committee; and for
1- 3 other purposes.
1- 4 WHEREAS, House Bill 100, enacted in 1993, reorganized the
1- 5 delivery of mental health, mental retardation, and substance
1- 6 abuse services to make it more responsive to the needs of
1- 7 consumers of those services and their families; and
1- 8 WHEREAS, the reorganization has resulted in tremendous
1- 9 improvements in those services; and
1-10 WHEREAS, the powers of regional service boards and community
1-11 service boards to direct the funding and provision of those
1-12 services have enabled the state to move from institutional
1-13 to community based services; and
1-14 WHEREAS, there is a need to investigate how effectively the
1-15 reorganization has worked to determine if some minor
1-16 adjustments might substantially improve the services.
1-17 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that there is
1-18 created the Senate Mental Health, Mental Retardation, and
1-19 Substance Abuse Service Delivery Study Committee to be
1-20 composed of five members of the Senate to be appointed by
1-21 the President of the Senate. The President of the Senate
1-22 shall designate a member of the committee as chairperson of
1-23 the committee. The chairperson shall call all meetings of
1-24 the committee.
1-25 BE IT FURTHER RESOLVED that the committee shall undertake a
1-26 study of the conditions, needs, issues, and problems
1-27 mentioned above or related thereto and recommend any actions
1-28 or legislation which the committee deems necessary or
1-29 appropriate. The committee may conduct such meetings at
1-30 such places and at such times as it may deem necessary or
1-31 convenient to enable it to exercise fully and effectively
1-32 its powers, perform its duties, and accomplish the
1-33 objectives and purposes of this resolution. The members of
1-34 the committee shall receive the allowances authorized for
1-35 legislative members of interim legislative committees but
1-36 shall receive the same for not more than ten days unless

2- 1 additional days are authorized. The funds necessary to
2- 2 carry out the provisions of this resolution shall come from
2- 3 the funds appropriated to the Senate. In the event the
2- 4 committee makes a report of its findings and
2- 5 recommendations, with suggestions for proposed legislation,
2- 6 if any, such report shall be made on or before December 1,
2- 7 1999. The committee shall stand abolished on December 1,
2- 8 1999.
