                             A RESOLUTION 
 
  1- 1  Commending Matthew Shirey; and for other purposes. 
 
  1- 2  WHEREAS, Matthew Shirey of Boy Scout Troop 2000 earned in 
  1- 3  November, 1998, the rank of Eagle Scout, the highest and 
  1- 4  most distinguished rank conferred by the Boy Scouts of 
  1- 5  America; and 
 
  1- 6  WHEREAS, also in 1998, he was elected to the Honor of the 
  1- 7  Arrow, the Boy Scout Honor Society; and 
 
  1- 8  WHEREAS, a student at Chattahoochee High School, Matthew 
  1- 9  began his outstanding scouting career in 1989 as a Tiger Cub 
  1-10  Scout and earned the Arrow of Light, cub scouting's highest 
  1-11  award in 1995, and graduated cub scouts with the distinction 
  1-12  of earning the most awards in the history of Pack 143; and 
 
  1-13  WHEREAS, as a member of Troop 2000, he has demonstrated 
  1-14  superior leadership skills as a Patrol Leader, Historian, 
  1-15  Senior Patrol Leader, and Junior Assistant Scoutmaster; and 
 
  1-16  WHEREAS, because of his exceptional ability, he was chosen 
  1-17  as an instructor for the Atlanta Council Junior Leader 
  1-18  Training Course and also as a representative to the National 
  1-19  Junior Leader Instructor Camp at Philmont Scout Reservation, 
  1-20  the national scout camp; and 
 
  1-21  WHEREAS, a candidate for the rank of Eagle Scout must 
  1-22  complete a rigorous program of training and demonstrate his 
  1-23  proficiency in selected scouting techniques and attainment 
  1-24  of the highest ideals of scouting; and 
 
  1-25  WHEREAS, Matthew secured funding for and organized and led 
  1-26  his troop in building a butterfly garden at Statebridge 
  1-27  Elementary School; and 
 
  1-28  WHEREAS, only one scout out of 97 ever reaches this lofty 
  1-29  level of achievement, and Matthew Shirey has ably 
  1-30  demonstrated his aptitude and competency in mastering the 
  1-31  various special skills taught through the Boy Scout program. 
 
  1-32  NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the 
  1-33  members of this body commend Matthew Shirey for his 
  1-34  dedication and determination in pursuing and achieving the 
  1-35  highest honor awarded by the Boy Scouts of America and

  2- 1  extend to him best wishes for success in all his future 
  2- 2  endeavors. 
 
  2- 3  BE IT FURTHER RESOLVED that the Secretary of the Senate is 
  2- 4  authorized and directed to transmit an appropriate copy of
