SENATE RESOLUTION 459

A RESOLUTION
1- 1 Creating the Joint Study Committee on the Prevention and
1- 2 Emergency Care of Injuries in Georgia; and for other
1- 3 purposes.
1- 4 WHEREAS, the General Assembly is concerned with protecting
1- 5 the health of the citizens of Georgia; and
1- 6 WHEREAS, unintentional injuries resulting from motor vehicle
1- 7 collisions, bicycle and pedestrian mishaps, falls, fires,
1- 8 and other causes result in 2,800 deaths every year in
1- 9 Georgia; and
1-10 WHEREAS, unintentional injuries are the most common cause of
1-11 death among children and young adults (ages 1-34) in
1-12 Georgia; and
1-13 WHEREAS, unintentional injury death rates in most Georgia
1-14 counties are higher than in the United States as a whole;
1-15 and
1-16 WHEREAS, unintentional injuries are a leading cause of
1-17 hospitalization and permanent disability; and
1-18 WHEREAS, the costs of unintentional injuries include not
1-19 only medical care but costs of rehabilitation and loss of
1-20 wages; and
1-21 WHEREAS, unintentional injuries can be prevented via
1-22 education of the public, implementation of specific injury
1-23 prevention programs, and implementation of laws and
1-24 regulations; and
1-25 WHEREAS, programs exist which have been proven effective in
1-26 preventing unintentional injuries; and
1-27 WHEREAS, skilled on-site treatment, rapid transport, and the
1-28 availability of specialized trauma treatment centers can
1-29 reduce death and permanent disability from all types of
1-30 injuries; and
1-31 WHEREAS, effective public health surveillance programs can
1-32 guide the type and placement of unintentional injury
1-33 prevention programs, emergency transport, and trauma
1-34 treatment centers.

2- 1 NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF
2- 2 GEORGIA that there is created the Joint Study Committee on
2- 3 the Prevention and Emergency Care of Injuries in Georgia to
2- 4 be composed of three members of the Senate to be appointed
2- 5 by the President of the Senate; three members of the House
2- 6 of Representatives to be appointed by the Speaker of the
2- 7 House of Representatives; the Director of the Governor's
2- 8 Office of Highway Safety or such person's designee; the
2- 9 Director of the Division of Public Health of the Department
2-10 of Human Resources or such person's designee; the President
2-11 of the Georgia Hospital Association or such person's
2-12 designee; a representative of the Medical Association of
2-13 Georgia and Georgia State Medical Association or that
2-14 person's designee; the Executive Director of Safe Kids of
2-15 Georgia or such person's designee; the Director of
2-16 Children's Trust Fund or such person's designee; the
2-17 Commissioner of the State Department of Community Health;
2-18 and the Director of the Injury Control Center of the Rollins
2-19 School of Public Health or such person's designee to be
2-20 appointed by the Governor with such person's consent. The
2-21 Governor shall designate a member of the committee as
2-22 chairperson of the committee. The chairperson shall call
2-23 all meetings of the committee.
2-24 BE IT FURTHER RESOLVED that the committee shall undertake a
2-25 study of the conditions, needs, issues, and problems
2-26 associated with the prevention of unintentional injuries,
2-27 emergency transport, and emergency treatment of injured
2-28 persons. The committee may conduct such meetings at such
2-29 places and at such times as it may deem necessary or
2-30 convenient to enable it to exercise fully and effectively
2-31 its powers, perform its duties, and accomplish the
2-32 objectives and purposes of this resolution. The members of
2-33 the committee shall receive the allowances authorized for
2-34 legislative members of interim legislative committees but
2-35 shall receive the same for not more than five days unless
2-36 additional days are authorized. The funds necessary to
2-37 carry out the provisions of this resolution shall come from
2-38 the funds appropriated to the Senate and House of
2-39 Representatives. In the event the committee makes a report
2-40 of its findings and recommendations, with suggestions for
2-41 proposed legislation, if any, such report shall be made on
2-42 or before December 15, 2000. The committee shall stand
2-43 abolished on December 15, 2000.
