                             A RESOLUTION 
 
  1- 1  Urging the United States Congress to amend the provisions of 
  1- 2  the Social Security Act relating to Medicaid and 
  1- 3  specifically to the Medicaid Disproportionate Share 
  1- 4  Exclusion Exemption; and for other purposes. 
 
  1- 5  WHEREAS, citizens of the State of Georgia have an interest 
  1- 6  in the survival of their community hospitals and in 
  1- 7  preserving access to health care in rural communities; and 
 
  1- 8  WHEREAS, bipartisan legislation should be proposed in the 
  1- 9  Congress of the United States to amend Section 
  1-10  1396r-4(d)(2)(A) of Title 42 of the United States Code, 
  1-11  relating to Medicaid, to allow essential rural hospitals to 
  1-12  qualify as disproportionate share hospitals for the purposes 
  1-13  of the Medicaid program where such hospitals do not have two 
  1-14  or more obstetricians on their medical staffs; and 
 
  1-15  WHEREAS, this change would allow no less than seven 
  1-16  hospitals to participate in the Indigent Care Trust Fund and 
  1-17  receive disproportionate share hospital funds; and 
 
  1-18  WHEREAS, legislation by Congress to allow these hospitals to 
  1-19  be classified as Medicaid disproportionate share hospitals 
  1-20  will benefit both rural communities and the citizens of the 
  1-21  state by supporting the survival of these facilities. 
 
  1-22  NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the 
  1-23  members of this body respectfully urge the Congress of the 
  1-24  United States to pass such legislation. 
 
  1-25  BE IT FURTHER RESOLVED that the Secretary of the Senate is 
  1-26  authorized and directed to transmit an appropriate copy of 
  1-27  this resolution to each member of the Georgia Congressional
