A RESOLUTION
1- 1 Commending Mr. Wayne Shackelford; and for other purposes.
1- 2 WHEREAS, Mr. Wayne Shackelford, as commissioner of the
1- 3 Georgia Department of Transportation, has played an
1- 4 important role in the transportation, well-being, and
1- 5 quality of life of all Georgians; and
1- 6 WHEREAS, under his leadership, the Georgia Department of
1- 7 Transportation completed the Commuter Rail Study in 1995 and
1- 8 the Intercity Rail Study in 1997; and he preserved essential
1- 9 freight rail corridors by acquiring ten rail lines totaling
1-10 281 miles and rehabilitating 12 rail lines totaling 251
1-11 miles; and
1-12 WHEREAS, he fostered the development of the most
1-13 comprehensive traffic and incident management system in the
1-14 world in time for the Centennial Olympic Games; and
1-15 WHEREAS, he has been a staunch advocate in increasing
1-16 funding for aviation and he has been a strong supporter of
1-17 the 1998 Governor's Regional Airport Enhancement Program
1-18 assisting with road relocations to facilitate the
1-19 development of Georgia's airports; and
1-20 WHEREAS, he has been instrumental in the development of a
1-21 unified transportation system in counties for nonemergency
1-22 medical transportation as well as playing a key role in the
1-23 purchase of transit coaches and bus related facilities for
1-24 Georgia's major transit systems; and
1-25 WHEREAS, under his direction, the Georgia DOT has assumed
1-26 responsibility as local sponsor for the Army Corps of
1-27 Engineers' activities at the Port of Savannah; and he has
1-28 substantially increased the Georgia DOT's focus on bicycle
1-29 lanes and pedestrian sidewalks as well as developed the
1-30 nation's most successful transportation enhancements
1-31 program; and
1-32 WHEREAS, he challenged Georgia DOT personnel to reduce their
1-33 single occupancy vehicle commute rate in the metropolitan
1-34 Atlanta area by 20 percent for the entire smog season, and
1-35 those employees surpassed their goal two years in a row; and

2- 1 WHEREAS, his service as chairman of the Intelligent
2- 2 Transportation Society of America, chairman of the Executive
2- 3 Committee of the Transportation Research Board, and
2- 4 president of the American Association of State Highway and
2- 5 Transportation Officials and the Southeastern Association of
2- 6 State Highway and Transportation Officials gave Georgia
2- 7 great respect in the U.S. Congress and in the executive
2- 8 branch, and Georgia benefited financially therefrom; and
2- 9 WHEREAS, given his many contributions to the work of the
2-10 General Assembly and the desire of the General Assembly to
2-11 find a concrete expression for its gratitude, it is only
2-12 fitting and proper that he be recognized for his outstanding
2-13 accomplishments and dedication in serving the members of the
2-14 General Assembly and the citizens of our great state.
2-15 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the
2-16 members thereof commend Mr. Wayne Shackelford for his
2-17 admirable devotion to the Georgia Department of
2-18 Transportation and the General Assembly and for his
2-19 significant contributions to the continuing progress of our
2-20 state.
2-21 BE IT FURTHER RESOLVED that the Secretary of the Senate is
2-22 authorized and directed to transmit an appropriate copy of
2-23 this resolution to Mr. Wayne Shackelford in recognition of
2-24 his leadership and outstanding contributions to the State of
2-25 Georgia.
