                             A RESOLUTION 
 
  1- 1  Creating the Joint Study Committee on Partnership Between 
  1- 2  the Hospital and Clinics of the Medical College of Georgia 
  1- 3  and the University Hospital of Richmond County; and for 
  1- 4  other purposes. 
 
  1- 5  WHEREAS, a blue ribbon commission appointed by the Board of 
  1- 6  Regents of the University System of Georgia, after three 
  1- 7  months of comprehensive public discussion and analysis, has 
  1- 8  reviewed and affirmed the importance of the Medical College 
  1- 9  of Georgia's mission of teaching, research, and patient 
  1-10  care; and 
 
  1-11  WHEREAS, the hospital and clinics of the medical college are 
  1-12  essential to carrying out that mission as well as to the 
  1-13  health of the citizens of Richmond County and the economic 
  1-14  well-being of the area; and 
 
  1-15  WHEREAS, the blue ribbon commission has concluded that 
  1-16  opportunities exist for a partnership between the hospitals 
  1-17  and clinics of the medical college and other area health 
  1-18  care providers, in particular the University Hospital of 
  1-19  Richmond County. 
 
  1-20  NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF 
  1-21  GEORGIA that there is created the Joint Study Committee on 
  1-22  Partnership Between the Hospital and Clinics of the Medical 
  1-23  College of Georgia and the University Hospital of Richmond 
  1-24  County to be composed of 15 members as follows: two members 
  1-25  shall be appointed by the President of the Senate; two 
  1-26  members shall be appointed by the Speaker of the House of 
  1-27  Representatives; and 11 members appointed by the Governor 
  1-28  which appointments may represent health care providers; 
  1-29  medical professional associations; the Augusta-Richmond 
  1-30  County business community; the Board of Regents of the 
  1-31  University System of Georgia; the Medical College of 
  1-32  Georgia; University Health, Inc; and other providers and the 
  1-33  professionals of Richmond County. The Governor shall 
  1-34  designate a chairperson of the committee. The chairperson 
  1-35  shall call all meetings of the committee. 
 
  1-36  BE IT FURTHER RESOLVED that the committee shall undertake a 
  1-37  study to:

  2- 1      (1) Evaluate the findings of the Board of Regents Blue 
  2- 2      Ribbon Commission on the Medical College of Georgia 
  2- 3      concerning the hospital and clinics of the Medical 
  2- 4      College of Georgia; 
 
  2- 5      (2) Examine the current mission of the Medical College 
  2- 6      of Georgia hospital and clinics and evaluate what 
  2- 7      opportunities exist for a partnership between the 
  2- 8      hospital and clinics of the Medical College of Georgia 
  2- 9      and area health care providers, including the University 
  2-10      Hospital of Richmond County; 
 
  2-11      (3) Examine health services programs of the Medical 
  2-12      College of Georgia and the University Hospital of 
  2-13      Richmond County and such other area providers as needed 
  2-14      in light of the Medical College of Georgia's need for a 
  2-15      comprehensive health sciences curriculum; 
 
  2-16      (4) Assess the potential for integration of programs and 
  2-17      services to meet the health services needs of the local 
  2-18      community, including services to indigent persons and 
  2-19      the health sciences needs of the Medical College of 
  2-20      Georgia; 
 
  2-21      (5) Recommend the best options for integration on plan 
  2-22      and strategy for achieving the strongest possible health 
  2-23      services partnerships in the Richmond County area; and 
 
  2-24      (6) Recommend any actions or legislation which the 
  2-25      committee deems necessary or appropriate to the General 
  2-26      Assembly and the board of regents. 
 
  2-27  The committee may conduct such meetings at such places and 
  2-28  at such times as it may deem necessary or convenient to 
  2-29  enable it to exercise fully and effectively its powers, 
  2-30  perform its duties, and accomplish the objectives and 
  2-31  purposes of this resolution.  The legislative members of the 
  2-32  committee shall receive the allowances authorized for 
  2-33  legislative members of interim legislative committees.  The 
  2-34  funds necessary to carry out the provisions of this 
  2-35  resolution shall come from the funds appropriated to the 
  2-36  Senate and the House of Representatives. In the event the 
  2-37  committee makes a report of its findings and 
  2-38  recommendations, with suggestions for proposed legislation, 
  2-39  if any, such report shall be made on or before September 30, 
  2-40  1999.  The committee shall stand abolished on October 15, 
  2-41  1999.
