                             A RESOLUTION 
 
  1- 1  Commending Major General William P. Bland, Jr.; and for 
  1- 2  other purposes. 
 
  1- 3  WHEREAS, Major General William P. Bland, Jr., is retiring 
  1- 4  after eight years as the Adjutant General of the Georgia 
  1- 5  Department of Defense; and 
 
  1- 6  WHEREAS, he is a command pilot with more than 8,000 hours of 
  1- 7  flying time; and 
 
  1- 8  WHEREAS, he commanded Georgia National Guard troops during 
  1- 9  the 1993 "Blizzard of the Century" and the 1994 South 
  1-10  Georgia "One Hundred Years Flood"; and 
 
  1-11  WHEREAS, he directed the largest peacetime deployment in 
  1-12  National Guard history when more than 15,000 members of the 
  1-13  National Guard from 47 states and territories served at the 
  1-14  1996 Centennial Olympic Games in Atlanta; and 
 
  1-15  WHEREAS, he supervised the largest move of an Air National 
  1-16  Guard unit in history with the move of the 116th Bomb Wing 
  1-17  to Robins Air Force Base and the introduction of the B-1B 
  1-18  into the Georgia Air National Guard; and 
 
  1-19  WHEREAS, under his leadership the National Guard's Youth 
  1-20  Challenge Academy has become the most successful youth 
  1-21  program in the National Guard providing a second chance for 
  1-22  more than 1,700 at-risk teens; and 
 
  1-23  WHEREAS, his significant organizational and leadership 
  1-24  talents, his remarkable patience and diplomacy, and his keen 
  1-25  sense of vision have earned him the respect and admiration 
  1-26  of his colleagues and associates; and 
 
  1-27  WHEREAS, it is only fitting and proper that he be 
  1-28  appropriately recognized for over 40 years of superlative 
  1-29  service as an officer in the National Guard. 
 
  1-30  NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the 
  1-31  members of this body commend Major General William P. Bland, 
  1-32  Jr., upon his retirement as the Adjutant General of the 
  1-33  Georgia Department of Defense for over 40 years of 
  1-34  superlative service to his country and this state as an 
  1-35  officer in the National Guard.

  2- 1  BE IT FURTHER RESOLVED that the Secretary of the Senate is 
  2- 2  authorized and directed to transmit an appropriate copy of
