A BILL TO BE ENTITLED
AN ACT

To amend Article 1 of Chapter 6 of Title 32 of the Official Code of Georgia Annotated, relating to general provisions regarding the regulation of maintenance and use of public roads, so as to provide for purchasing the use of high occupancy vehicle lanes; to provide for federal waivers; to provide for effective dates; to repeal conflicting laws; and for other purposes.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.
Article 1 of Chapter 6 of Title 32 of the Official Code of Georgia Annotated, relating to general provisions regarding the regulation of maintenance and use of public roads, is amended by adding at the end a new Code section to read as follows:
"32_6_4.
The department shall implement a congestion_pricing program for the use of highway lanes otherwise required to be used by high occupancy vehicles (HOV lanes) so that single_occupant vehicles may use such lanes if the vehicle owner has paid a designated fee. No later than July 1, 2001, the department shall request from the appropriate federal agencies any waivers necessary to implement this Code section."

SECTION 2.
This section and those provisions of Section 1 of this Act providing for federal waiver requests shall become effective upon the approval of this Act by the Governor or upon its becoming law without such approval. The remaining provisions of this Act shall become effective upon the ninetieth day following receipt of such waivers.

SECTION 3.
All laws and parts of laws in conflict with this Act are repealed.
