A RESOLUTION
Urging the Congress of the United States to take all actions
necessary to establish an independent Federal Board of Pardons to be responsible
for all reprieves and pardons regarding federal crimes; and for other
purposes.
WHEREAS, recent developments regarding
presidential pardons have cast doubt upon the wisdom of retaining reprieve and
pardon power regarding federal crimes in the exclusive jurisdiction of the
President of the United States; and
WHEREAS,
Georgia created a State Board of Pardons and Paroles 50 years ago as a result of
abuses attributable to such
power´s
residing exclusively in the Governor; and
WHEREAS,
over the years, the State Board of Pardons and Paroles has successfully
eliminated charges of corruption in the granting of pardons and paroles in
Georgia; and
WHEREAS, such a system should be
explored by the Congress as an alternative to granting such unfettered powers to
the President of the United States, to eliminate possible future
abuses.
NOW, THEREFORE, BE IT RESOLVED BY THE
GENERAL ASSEMBLY OF GEORGIA that this body urges the Congress of the United
States to consider creation of a Federal Board of
Pardons.
BE IT FURTHER RESOLVED that the Clerk of
the House of Representatives is authorized and directed to transmit an
appropriate copy of this resolution to the Congress of the United States and to
each member of the Congress representing the State of Georgia.
