Senate Resolution 1

A RESOLUTION

Adopting the Rules of the Senate; and for other purposes.

BE IT RESOLVED BY THE SENATE that the Rules of the Senate in force at the adjournment of the regular 2000 session of the General Assembly are hereby adopted as the Rules of the Senate for the regular 2001 session of the General Assembly and for the duration of this General Assembly, with the following amendments which are also hereby adopted.

SECTION 1.
The Rules of the Senate in force at the adjournment of the regular 2000 session are amended by striking Rule 8 and inserting in its place a new rule to read as follows:
"Rule 8. (a) Senators elected to the following offices shall choose their Senate seats in the order listed below:
President Pro Tempore
Majority Leader
Minority Leader
All Senators who have more than 20 years of continuous service in the Senate shall be seated in the order in which their names appear on the list established for selecting offices.
Administration Floor Leader
Majority Whip
Minority Whip
One Assistant Administration Floor Leader
Chairman of the Rules Committee
All other Senators shall be seated by district number in ascending numerical order commencing with the lowest permanently numbered available seat.
(b) Only on the first day of the first regular session of a General Assembly and at no other time, any two members may by mutual agreement communicated in writing to the Secretary of the Senate exchange with each other the seats which would otherwise be assigned to them under this rule."

SECTION 2.
Said Rules are further amended by striking paragraph (a) of Rule 185 and inserting in its place a new paragraph to read as follows:
"Rule 185. (a) The President shall appoint the following standing committees, which shall not exceed the following number of Senators each:
AGRICULTURE - 11 8
APPROPRIATIONS - 31 35
BANKING AND FINANCIAL INSTITUTIONS - 11
CORRECTIONS, CORRECTIONAL INSTITUTIONS AND PROPERTY - 8 7
DEFENSE, SCIENCE, AND TECHNOLOGY - 10 9
ECONOMIC DEVELOPMENT, TOURISM AND CULTURAL AFFAIRS - 11 6
EDUCATION - 12 10
ETHICS - 10 9
FINANCE AND PUBLIC UTILITIES - 14 12
HEALTH AND HUMAN SERVICES - 14 13
HIGHER EDUCATION - 8 10
INSURANCE AND LABOR - 13 12
INTERSTATE COOPERATION - 5
JUDICIARY - 9 12
