A RESOLUTION proposing an amendment to the Constitution so as to authorize the General Assembly to provide by law for the creation of a driver education fund within the state treasury from which funds shall be disbursed to local school systems to implement and fund driver education programs; to authorize the levy of a surcharge on driverīs license application fees and the appropriation of the proceeds of such surcharges to the fund; to provide that moneys appropriated to such fund shall not lapse; to provide for related matters; to provide for the submission of this amendment for ratification or rejection; and for other purposes.
