A BILL TO BE ENTITLED
AN ACT

To amend Code Section 28-1-17 of the Official Code of Georgia Annotated, relating to prefiling of bills and resolutions in the General Assembly, so as to provide that only members of the General Assembly who currently hold office as such shall be eligible to prefile bills and resolutions; to provide for related matters; to repeal conflicting laws; and for other purposes.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.
Code Section 28-1-17 of the Official Code of Georgia Annotated, relating to prefiling of bills and resolutions in the General Assembly, is amended by striking subsection (b) and inserting in its place a new subsection to read as follows:
"(b) During the period which begins on November 15 of each calendar year and ends on the Friday before the second Monday in January of the following calendar year, bills and resolutions considered for introduction in the General Assembly may be prefiled with the Secretary of the Senate and the Clerk of the House as authorized in this Code section. Such measures may be so prefiled with the Secretary of the Senate by any one or more Senators who hold office as such at the time of the prefiling and who will be eligible to consider the measure when introduced. Such measures may be so prefiled with the Clerk of the House by any one or more Representatives who hold office as such at the time of the prefiling and who will be eligible to consider the measure when introduced. The prefiling of a measure shall not constitute the official introduction of a bill or resolution, and a bill or resolution may be officially introduced only during a legislative session."

SECTION 2.
All laws and parts of laws in conflict with this Act are repealed.
