1375 By: Representatives Marin of the 66th,
Chambers of the 53rd, Mobley of the 58th, Ashe of the
42nd, Post 2, Gardner of the 42nd, Post 3, and others
A RESOLUTION
Urging the United States Congress and the President of the
United States to pass comprehensive immigration reform in order to protect our
homeland, secure continued economic development, and protect the rights of all
immigrants; and for other purposes.
WHEREAS,
President George W. Bush declared that the United States immigration system is
broken and must be reformed in his January 7, 2004, immigration policy proposal
address to the nation; and
WHEREAS, America, having
always been a nation of immigrants, is a stronger and better nation because of
the hard work, faith, and entrepreneurial spirit of these immigrants;
and
WHEREAS, immigrants make up approximately 14
percent of the
nation´s
civilian work force; and
WHEREAS, there are 35,000
foreign-born men and women loyally serving on active duty in the United States
military; and
WHEREAS, many Georgia immigrants are
of Hispanic descent; and
WHEREAS, Georgia has seen
a tremendous growth of the Hispanic population of over 300 percent since 1990;
and
WHEREAS, Georgia has observed the fourth
largest increase in Hispanic buying power in the United States, estimated at
$11.3 billion; and
WHEREAS, Georgia has 13,521
Hispanic owned businesses; and
WHEREAS, many
Georgia industries rely heavily upon immigrant labor;
and
WHEREAS, an illegal labor market and
uncontrolled borders undermine our national security;
and
WHEREAS, a nation that values and depends upon
immigration should have rational and humane immigration laws that serve the
American economy, reflect the American dream, and address the eight to ten
million undocumented immigrant currently in the United States;
and
WHEREAS, states across the country face
mounting difficulties in dealing with the failed immigration policy;
and
WHEREAS, President George W. Bush has asked the
United States Congress to pass comprehensive immigration reform that addresses
these homeland security and labor issues without disrupting the massive economic
contribution that immigrants make to the United States each year;
and
WHEREAS, this body should adopt a principle of
expectation for comprehensive immigration reform from the federal
government.
NOW, THEREFORE, BE IT RESOLVED BY THE
HOUSE OF REPRESENTATIVES that the members of this body urge the United States
Congress and the President of the United States to pass existing bipartisan
legislation before the end of the current Congressional session to begin
addressing these critical immigration issues, such as the DREAM/Student
Adjustment Act and the AGJobs Act, where such legislation falls in line with the
vision of immigration reform as laid out by President George W.
Bush.
BE IT FURTHER RESOLVED that the members of
this body urge the United States Congress and the President of the United States
to act soon on comprehensive immigration reform.
BE
IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized
and directed to transmit an appropriate copy of this resolution to each member
of the Georgia congressional delegation and the President of the United States.
