A RESOLUTION

Commending states which have enacted a Meth Watch Program to assist law enforcement in its ongoing battle against methamphetamine, commonly called "meth" and to provide retailers with training resources needed to make the theft or purchase of ephedrine and pseudoephedrine products, as well as other legitimate consumer products for illicit purposes, more difficult; and for other purposes.

WHEREAS, Georgia´s retailers are committed to be responsible stewards by assisting in the fight to reduce illegal drug use; and

WHEREAS, the GBI considers methamphetamine Georgia´s fastest spreading illegal drug; and

WHEREAS, from 1999 to 2003, the number of methamphetamine laboratories in Georgia raided by police jumped from 29 to 439; and

WHEREAS, methamphetamine can be made by using large supplies of ingredients and materials found in many retail outlets; and

WHEREAS, increased employee awareness of the state´s methamphetamine problem will assist the retail community in reducing the theft or purchase of ephedrine and pseudouphedrine products for illicit purposes; and

WHEREAS, meth watch programs in other states have proven successful in reducing the number of methamphetamine laboratories seized by law enforcement.

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that this body commends states which have enacted a Meth Watch Program to inform retailers about the methamphetamine problem in Georgia and to devise procedures and forms for retailers to use in reporting to law enforcement suspicious purchases, thefts, or other transactions involving any products under the retailer´s control, including all the legitimate consumer products used in the production of methamphetamine.

BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized and directed to transmit an appropriate copy of this resolution to the Georgia Bureau of Investigation, the Georgia Drugs and Narcotics Agency, the Georgia Sheriff´s Association, the Georgia Food Industry Association, the Georgia Association of Convenience Stores, the Georgia Retail Association, the Georgia Association of Chain Drug Stores, the Georgia Board of Pharmacy, the Consumer Health Care Products Association, the Prosecuting Attorney´s Council of Georgia, the Georgia State Patrol, and the Georgia Pharmacy Association.
