A RESOLUTION

Commending Rebecca Paul; and for other purposes.

WHEREAS, Rebecca Paul came to the Georgia Lottery Corporation (GLC) as its first President and Chief Executive Officer ten years ago on February 19, 1993; and

WHEREAS, in just four months after her arrival in Georgia, she built the GLC into the most successful lottery start-up in the world, with first-week sales of an unprecedented $52 million, and first-year sales of over $1.1 billion; and

WHEREAS, lottery sales have grown at an average annual rate of 11 percent since that first year, nearing $2.5 billion in Fiscal Year 2002; and

WHEREAS, this incredible increase in sales has allowed the lottery funded programs of HOPE, pre-K, and capital outlay to be expanded dramatically, opening educational opportunities to thousands of Georgia students; and

WHEREAS, as a result of Ms. Paul´s unparalleled marketing expertise and leadership abilities, the GLC has made it possible for over 600,000 HOPE scholars to go to college and for almost 500,000 four-year-olds to attend free pre-K programs; and

WHEREAS, her contributions to primary and secondary education through the lottery funded capital outlay program have enabled the expansion of computer technology initiatives in the classroom, such as satellite dishes and distance learning programs; and

WHEREAS, under her leadership, the GLC has contributed a total of more than $5.6 billion to education in programs that did not exist before the lottery started, truly providing an enhancement to the state´s existing commitment to public education; and

WHEREAS, after over nine and one-half years, the GLC, under Ms. Paul´s expert guidance, has continued to develop and implement innovative marketing strategies to ensure that lottery games are fresh and exciting for players, while maintaining its commitment to responsibility and integrity; and

WHEREAS, Rebecca Paul has consistently proven herself to be not only an astute businesswoman, but more importantly an exceptional steward of the public trust who operates the GLC in an efficient manner that is above reproach.

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that this body recognizes Rebecca Paul for her ten years of dedicated service to the Georgia Lottery Corporation and wishes her continued success.

BE IT FURTHER RESOLVED that the Clerk of the House is authorized and directed to transmit an appropriate copy of this resolution to Rebecca Paul.
