A RESOLUTION

Creating the Joint Study Committee on the Rehabilitation of the Winecoff Hotel; and for other purposes.

WHEREAS, the Winecoff Hotel is an important historic centerpiece of the downtown Atlanta skyline located at the major intersection of Peachtree Street and Ellis Street; and

WHEREAS, the Winecoff Hotel was built in 1913 and was considered one of the nation's finest luxury hotels offering its guests the highest standards of comfort; and

WHEREAS, the Winecoff Hotel is infamous as the site of one of the country's worst hotel fires that claimed the lives of 119 people in 1946; and

WHEREAS, rehabilitation of Atlanta's Winecoff Hotel would preserve this well-known landmark, contribute to the vibrancy of Georgia's capital city, stimulate public-private investment in the preservation of historic structures, and benefit the state and local economy.

NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY that the Joint Study Committee on the Rehabilitation of the Winecoff Hotel is created to be composed of five members. The President of the Senate shall appoint one member of the Senate who shall be a cochairperson and the Speaker of the House of Representatives shall appoint one member of the House of Representatives who shall be a cochairperson. The Governor, the President Pro Tempore of the Senate, and the Speaker Pro Tempore of the House of Representatives shall each appoint one citizen member with experience in redevelopment, finance, or historic preservation. The cochairpersons shall call all committee meetings.

BE IT FURTHER RESOLVED that the committee shall investigate the financial options for preserving and redeveloping the historic Winecoff Hotel and promoting downtown Atlanta revitalization and shall study the conditions, needs, issues, and problems mentioned related thereto and recommend any actions or legislation that the committee deems necessary or appropriate. The committee is authorized to seek information, advice, and counsel of knowledgeable persons, groups, and organizations, including Central Atlanta Progress, the Atlanta Downtown Development Authority, The Georgia Trust, Atlanta Preservation Center, and others to assist in its study. The committee may conduct such meetings at such places and at such times as it may deem necessary or convenient to enable it to exercise fully and effectively its powers, perform its duties, and accomplish the objectives and purposes of this resolution. The legislative members of the committee shall receive the allowances authorized for legislative members of interim legislative committees but shall receive the same for not more than five days unless additional days are authorized. The funds necessary to carry out the provisions of this resolution shall come from the funds appropriated to the Senate and the House of Representatives. In the event the committee makes a report of its findings and recommendations, with suggestions for proposed legislation, if any, such report shall be made on or before December 31, 2003. The committee shall stand abolished on December 31, 2003.
