A RESOLUTION

Creating the House Energy Efficient Homes Study Committee; and for other purposes.

WHEREAS, no formal study has been held in recent years with respect to legislation affecting energy efficient homes and possible incentives for the construction of such homes; and

WHEREAS, it would be appropriate to study the issue of what characteristics should be used to qualify a home as an energy efficient home.

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that there is created the House Energy Efficient Homes Study Committee to be composed of three members of the House of Representatives to be appointed by the Speaker of the House and five members representing businesses and corporations who are knowledgeable in this area to be appointed by the Speaker of the House. The Speaker of the House shall designate a member of the committee as chairperson of the committee. The chairperson shall call all meetings of the committee.

BE IT FURTHER RESOLVED that the committee shall undertake a study of the above issues and shall develop proposed procedures for determining qualification as an energy efficient home. The committee shall meet during the 2003 Session of the General Assembly. The committee may conduct such meetings at such places and at such times as it may deem necessary or convenient to enable it to exercise fully and effectively its powers, perform its duties, and accomplish the objectives and purposes of this resolution. The legislative members of the committee shall receive the allowances authorized for legislative members of legislative committees but shall receive the same for not more than five days unless additional days are authorized by the Speaker of the House and shall not receive the same for any day for which expense reimbursement is otherwise received. The nonlegislative members of the committee shall serve without compensation or expense reimbursement. The funds necessary to carry out the provisions of this resolution shall come from the funds appropriated to the House of Representatives. In the event the committee makes a report of its findings and recommendations, such report shall be made on or before the final adjournment of the 2003 Session of the General Assembly at which time the committee shall stand abolished.
