ADOPTED SENATE
A RESOLUTION

Proposing an amendment to the Constitution so as to allow public money to be used by religious or sectarian organizations and denominations and houses of worship for the purpose of providing public health, historic preservation, or social services to people in need without regard to any recipient´s religious affiliation, belief, practice, or lack thereof provided that no such public money shall be used for sectarian worship, instruction, or proselytization or by entities that engage in any unlawful discrimination; to provide for the submission of this amendment for ratification or rejection; and for other purposes.

BE IT RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.
Article I, Section II of the Constitution is amended by striking Paragraph VII and inserting in its place a new Paragraph to read as follows:
"Paragraph VII. Separation of church and state. No money shall ever be taken from the public treasury, directly or indirectly, in aid of any church, sect, cult, or religious denomination or of any sectarian institution. However, nothing in this Paragraph or any other provision of this Constitution shall prohibit the use of money from the public treasury to support public health, historic preservation, or social service programs for people in need which are provided without regard to any recipient´s religious affiliation, belief, practice, or lack thereof by separate charitable affiliates of religious or sectarian organizations, religious denominations, or individual houses of worship, provided that no such public money shall be used for sectarian worship, instruction, or proselytization, nor shall such public money be used by entities that engage in any unlawful discrimination."

SECTION 2.
The above proposed amendment to the Constitution shall be published and submitted as provided in Article X, Section I, Paragraph II of the Constitution. The ballot submitting the above proposed amendment shall have written or printed thereon the following:

Shall the Constitution be amended so as to allow public money to be used by separate charitable affiliates of religious or sectarian organizations and denominations and houses of worship for the purpose of providing public health, historic preservation, or social services to people in need without regard to any recipient´s religious affiliation, belief, practice, or lack thereof, provided that no such public money shall be used for sectarian worship, instruction, or proselytization, nor shall such money be used by entities that engage in any unlawful discrimination?"

All persons desiring to vote in favor of ratifying the proposed amendment shall vote "Yes." All persons desiring to vote against ratifying the proposed amendment shall vote "No." If such amendment shall be ratified as provided in said Paragraph of the Constitution, it shall become a part of the Constitution of this state.
