House Resolution 1667

A RESOLUTION

To create the House State Fiscal Year Study Committee; to provide for the mission, membership, service, powers, and duties of the committee; to provide for other related matters; and for other purposes.

WHEREAS, the fiscal year of the State of Georgia is currently fixed by law and the Georgia Constitution to begin on July 1 and end on June 30; and

WHEREAS, the fiscal year of the United States government operates on a different schedule; and

WHEREAS, numerous practical issues arise with respect to the state's fiscal year, the timing of sessions of the General Assembly, and the budgetary and appropriations process, including but not limited to issues relating to coordination of state and federal funding cycles; and

WHEREAS, there exists a need for a legislative study with respect to the advisability and feasibility of changing the state fiscal year.

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that there is created the House State Fiscal Year Study Committee to be composed of five members of the House of Representatives. The members of the committee shall be the Speaker Pro Tempore of the House, the House Majority Leader, the chairpersons of the House Committee on Appropriations and the House Committee on Ways and Means, and one member to be appointed by the Speaker of the House. The Speaker of the House shall designate one of such members as chairperson and one of such members as vice chairperson.

BE IT FURTHER RESOLVED that the committee shall undertake a study of the conditions, needs, issues, and problems mentioned above or related thereto and recommend any action or legislation which the committee deems necessary or appropriate. The committee may conduct such meetings at such places and at such times as it may deem necessary or convenient to enable it to exercise fully and effectively its powers, perform its duties, and accomplish the objectives and purposes of this resolution. The legislative members of the committee shall receive the allowances provided for in Code Section 28-1-8 of the Official Code of Georgia Annotated. The funds necessary to carry out the provisions of this resolution shall come from funds appropriated to the House of Representatives. The expenses and allowances authorized by this resolution shall not be received by any member of the committee for more than five days unless additional days are authorized. In the event the committee makes a report of its findings and recommendations, with suggestions for proposed legislation, if any, such report shall be made on or before December 31, 2006. The committee shall stand abolished on December 31, 2006.
