A RESOLUTION

Amending the Rules of the House of Representatives with respect to local legislation; and for other purposes.

BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the Rules of the House of Representatives, as adopted by HR 11, are amended by striking Rule 18 and inserting in its place a new Rule 18 to read as follows:
"Rule 18.
18.1 If a majority of the members of the House whose districts are wholly or partially located within a political subdivision shall file with the chairman of the Committee on State Planning and Community Affairs their own rules as to the number of Representatives who must sign proposed legislation affecting that political subdivision before it will be favorably reported by the Committee on State Planning and Community Affairs, the committee shall observe such rules in considering such legislation. Otherwise, the committee shall not favorably report any legislation affecting a political subdivision unless all of the Representatives whose districts are wholly or partially located within the political subdivision shall sign such legislation.
18.2. When the committee staff reports to the chairman that local legislation meets the technical requirements for which the staff inspects and has been signed by the requisite local delegation members under Rule 18.1, the legislation shall be favorably reported as a matter of course, without the necessity of action by the committee, unless otherwise ordered by the chairman or the committee. Rule 13 shall not apply to legislation reported under this Rule.
18.2 18.3. No local bill or resolution referred to the committee shall be released to any person, including members of the House, except upon the condition that such person shall return the bill or resolution to the chairman of the Committee on State Planning and Community Affairs within six hours of the chairman's request to do so."
