House Committee on Interstate Cooperation offers the following substitute to
HR 89:
HR 89:
A
RESOLUTION
Urging
professional athletes to exhibit proper conduct and good sportsmanship on and
off the field of play and urging professional franchises and their governing
bodies to take appropriate actions to ensure proper behavior by the players; and
for other purposes.
WHEREAS,
professional athletes have a profound effect on the children of this state and
it is, therefore, unfortunate that some professional athletes have chosen to
engage in unsportsmanlike and undignified conduct, some of which may amount to
criminal misconduct in Georgia; and
WHEREAS,
this pattern of behavior has resulted in the arrest and conviction of numerous
professional athletes, has been widely reported in the news media, and has
caused an adverse affect on the young people of this state, who often view
professional athletes as role models; and
WHEREAS,
this pattern of behavior sets a bad example and influences young people to
believe that this type of conduct is an acceptable way to live their lives;
and
WHEREAS,
the taxpayers of this state have provided facilities for professional sports
franchises in this state; and
WHEREAS,
the members of this body believe that the best and most effective way to enforce
standards of good behavior and sportsmanship is through action of the
professional franchises and their governing bodies by requiring contract
provisions controlling such conduct.
NOW,
THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of
this body urge professional athletes to exhibit proper conduct and good
sportsmanship on and off the field of play and urge professional franchises and
their governing bodies to take appropriate actions to ensure proper behavior by
the players, including contract provisions which would authorize the termination
of players and the imposition of economic sanctions and loss of benefits for
such misconduct.
