Senate Resolution 1139

A RESOLUTION

Urging the Georgia Department of Human Resources to provide for a stillborn birth certificate; and for other purposes.

WHEREAS, stillborn deaths are deaths prior to the complete extraction of a baby from its mother occurring after the twentieth week of pregnancy and does not include the induced termination of pregnancy as defined by the Official Code of Georgia Annotated; and

WHEREAS, according to Emory University there are nearly 100 fetal deaths reported for every 10,000 deliveries each year; and

WHEREAS, there is no loss greater than that of an infant who passes prior to beginning its life; and

WHEREAS, the parents of a stillborn infant should be given the option of memorializing their baby as well as documenting the existence of that child.

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the members of this body urge the Georgia Department of Human Resources to develop a certificate of stillbirth that would be offered to the mother of a stillborn child and filed with the State Office of Vital Records.

BE IT FURTHER RESOLVED that the Secretary of the Senate is authorized and directed to transmit an appropriate copy of this resolution to the Department of Human Resources.
