House Resolution 1921 (RULES COMMITTEE SUBSTITUTE)

A RESOLUTION

To create the House Study Committee on Funding for the Arts; and for other purposes.

WHEREAS, tourism is Georgiás second largest industry and cultural heritage tourism is the fastest growing industry segment; and

WHEREAS, the arts surpass professional sports in attendance and are ranked as one of the top ten reasons for corporate relocations; and

WHEREAS, the arts preserve history and heritage for Georgians; and

WHEREAS, the arts enhance education success for our children through the teaching of complex and abstract ideas; the nurturing of the development of cognitive, social, and personal competencies; and the reaching of otherwise unreachable students; and

WHEREAS, companies desire employees who can meet the challenges of a global economy and can apply creative thought to problem solving; and

WHEREAS, the arts build communities and increase the quality of life for Georgians; and

WHEREAS, increasing the availability of the arts and tourism is a direct economic benefit for the economy of Georgia and will provide jobs and opportunities for our citizens; and

WHEREAS, it is in the best interests of this state and its citizens to support the arts and tourism by funding such activities and providing such activities with a stable and reliable base of support.

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that there is created the House Study Committee on Funding for the Arts to be composed of five members of the House of Representatives to be appointed by the Speaker of the House of Representatives. The Speaker shall designate a member of the committee as chairperson of the committee. The chairperson shall call all meetings of the committee.

BE IT FURTHER RESOLVED that the committee shall undertake a study of the above issues and recommend any actions or legislation that the committee deems necessary or appropriate. The committee shall seek the input of a diverse representation of the arts community in this state in performing its study. The committee may conduct such meetings at such places and at such times as it may deem necessary or convenient to enable it to exercise fully and effectively its powers, perform its duties, and accomplish the objectives and purposes of this resolution. The members of the committee shall receive the allowances authorized for legislative members of interim legislative committees but shall receive the same for not more than three days unless additional days are authorized. The funds necessary to carry out the provisions of this resolution shall come from the funds appropriated to the House of Representatives. In the event that the committee makes a report of its findings and recommendations with suggestions for proposed legislation, if any, such report shall be made on or before December 31, 2006. The committee shall stand abolished on December 31, 2006.
