A BILL TO BE ENTITLED
AN ACT

To amend Article 1 of Chapter 1A of Title 20 of the Official Code of Georgia Annotated, relating to the Department of Early Care and Learning, so as to state legislative findings; to provide that the department shall develop and implement a plan for effective parent and teacher practices for early learning by children and a variety of voluntary parent education services; to provide for related matters; to repeal conflicting laws; and for other purposes.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.
Article 1 of Chapter 1A of Title 20 of the Official Code of Georgia Annotated, relating to the Department of Early Care and Learning, is amended by inserting a new Code Section 20-1A-4.1 to read as follows:
"20-1A-4.1.
(a) The General Assembly believes that parents are their children´s first and most important teachers, and, for children to be more successful in school, parents and families should have access to information about early learning.
(b) No later than September 1, 2005, the department must develop and implement a plan to give parents and teachers tools designed to help children succeed. Such plan should focus on the learning experiences of children ages birth to five and should provide effective practices that parents and teachers can use to make effective decisions about the early learning of children. The plan should provide a variety of voluntary parent education services, designed to help parents participate in and support their children´s early learning experiences. Such plan should also include a description of how such information will be disseminated to parents and teachers."

SECTION 2.
All laws and parts of laws in conflict with this Act are repealed.
