Seabaugh of the 28th offered the following amendment:
Amend
the Senate Judiciary Committee substitute to SB 25 by inserting before the word
"to" on line 8 of page 1 the following:
"to
provide for an effective date and
applicability;".
By
inserting between lines 26 and 27 of page 4 the following:
"SECTION
4.1.
This
Act shall become effective on July 1, 2005. This Act shall apply only to causes
of action arising on or after July 1, 2005. Any cause of action arising prior to
that date shall continue to be governed by the laws in effect at the time such
cause of action
arose.".
