A BILL TO BE ENTITLED
AN ACT

To amend Article 6 of Chapter 2 of Title 21 of the Official Code of Georgia Annotated, relating to registration of voters, so as to require the Secretary of State annually to compare the electors list with certain federal data bases to ensure the accuracy of the electors list; to provide for related matters; to repeal conflicting laws; and for other purposes.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.
Article 6 of Chapter 2 of Title 21 of the Official Code of Georgia Annotated, relating to registration of voters, is amended by striking subsection (a) of Code Section 21-2-233, relating to comparison of change of address information supplied by United States Postal Service with electors list, and inserting in lieu thereof a new subsection (a) to read as follows:
(a) The Secretary of State is authorized to shall at least annually cause at his or her discretion the official list of electors to be compared to the change of address information supplied by the United States Postal Service through its licensees periodically for the purpose of identifying those electors whose addresses have changed.

SECTION 2.
Said article is further amended by inserting a new Code Section 21-2-233.1 to read as follows:
21-2-233.1.

The Secretary of State shall at least annually cause the official list of electors to be compared to the data bases maintained by federal agencies to ensure the accuracy of the official list of electors and data elements contained therein. The data bases to be used for comparison shall include those data bases maintained by the Social Security Administration including the Social Security Death Index, the United States Citizenship and Immigration Services, the Federal Bureau of Prisons, the United States Department of Homeland Security, and the United States courts. The Secretary of State in his or her discretion may add additional data bases for comparison to ensure the highest degree of accuracy of the official list of electors. The data base comparisons shall specifically be made for the purpose of verifying the data contained in the electors list and to determine if any person on the official list of electors is not qualified to be an elector due to death, citizenship, or conviction of a disqualifying felony. If information is received as a result of these data base comparisons that indicates an elector has incorrect information or may not be qualified to remain on the official list of electors, the Secretary of State shall promptly cause an investigation to be made concerning such elector and shall ensure that the matter is resolved in an expeditious manner.

SECTION 3.
All laws and parts of laws in conflict with this Act are repealed.
